AGREEMENT SIGNED BETWEEN PRASAR BHARATI AND BCCI
    An agreement was signed today between Shri Rajeeva Ratna Shah, Chief Executive Officer, Prasar Bharati and Shri A.C. Muthiah, President, Board of Control for Cricket in India awarding all forms of Television Rights of all domestic and International cricketing events staged in India by the BCCI for the next five years starting from October 1, 1999. The rights awarded to Prasar Bharati are exclusive and global. They relate to both satellite and terrestrial segments. These include:-     This agreement will enable prasar Bharati to cover minimum of 27 days of international cricket including minimum of 7 One Day Internationals (ODIs) every year. There will be a minimum of total 135 days of international cricket including 35 ODIs.

    Prasar Bharati will also have exclusive rights on all the domestic matches including Ranji Trophy, Deodhar Trophy etc.

NATIONAL BRAIN RESEARCH CENTRE BECOMES OPERATIONAL
    The National Brain Research Centre (NBRC) has become operational. It is functioning at present from the International Centre for Genetic Engineering and Biotechnology, New Delhi, before moving to its own building coming up at Gurgaon. The Department of Biotechnology under the Ministry of Science and Technology had decided to set up the Centre not only to provide infrastructural facilities and a coordinated multi-disciplinary team of work at the frontier of the neurosciences, but also to support the existing groups within the country. Besides research, it will provide comprehensive training and teaching in diverse fields of neurosciences. The major objective of the NBRC is to take up basic research to understand brain function in disease and normal conditions. It will also act as a national apex centre for brain research to promote further advances in neurosciences.

    As a first major step towards its goal, the NBRC is organising a three-day international colloquium on brain research, in New Delhi. It will be attended by over 200 delegates from about 13 countries abroad including USA, Canada, U.K. and Japan. The Conference will be inaugurated by noted scientist Prof. M.G.K. Menon tomorrow and theMinister for Science and Technology and HRD Dr. Murli Manohar Joshi will deliver a special address on CONSCIOUSNESS.  The human brain is the most sensitive and complicated single entity in our universe. One of the major challenges facing scientists in the new millenium will be to understand how the human brain works and what goes wrong when it is injured or diseased. The challenge is so enormous that it is often referred to as the last frontier in biology. Though great advances have been made in neurosciences in this decade, declared internationally as the decade of the brain, it is still to be realised the enormity of what is yet to be understood.

LAW MINISTER GIVES AWAY CERTIFICATE IN LEGISLATIVE DRAFTING TO STATE GOVERNMENT OFFICIALS
    The Union Minister of Law, Justice and Company Affairs, Shri Ram Jethmalani gave away certificates to trainee officials on successful completion of the Eleventh Training Course in Legislative Drafting conducted by the Institute of Legislative Drafting and Research at a function here today. The trainee officials represent Government of Andhra Pradesh, Gujarat, Kerala and West Bengal. Senior officials led by Secretary, Legislative Department, Dr. Raghbir Singh were present on the occasion.

    Speaking on the occasion, Shri Jethmalani congratulated the recipients of certificate and hoped that they would maintain standards of excellence in legislative drafting as all problems of interpretation of legislation and other documents arose out of defective drafting. In this connection, the Law Minister stressed the importance of legal drafting maintaining that it was so important that if properly done, it would reduce litigation by 50 per cent.

    The Institute of Legislative Drafting and Research was established formally in 1989 though its origin could be traced back to the year 1902 when the system of providing attachment to various officials from the Provinces was introduced in the Legislative Department.

    The Legislative Department is one of the oldest Departments of the Government of India set up in 1869.

UNION HEALTH MINISTER DR. A.K.PATEL’S APPEAL ON VOLUNTARY BLOOD DONATION DAY
    Union Minister of State for Health and Family Welfare, Dr. A.K.Patel has called upon the people to come forward spontaneously for offering themselves as blood donors.

    The Minister has said that blood donation is a gift of life and it helps a family to survive and many a time save a life, in his message given here today marking the occasion of VOLUNTARY BLOOD DONATION DAY on 1st October,1999.

    The blood collection system of the Government hospital is fully safe. The blood bags and needles are used only once and then are destroyed. At the time of the blood donation, only about 300ml. of blood could be donated by a donor, that too, after a mini-health check up. A normal healthy person between 18-60 years of age can donate blood four times a year. Blood donation is good to the body as well since it makes up for the donated blood volume in 24 hours.

    The Minister underlined the need for a steady supply of blood to avoid any death for want of blood. The overwhelming response for the blood donation shown during the recent Kargil crisis should be sustained for ever.

CERTIFICATE COURSE ON HOMECARE FOR THE ELDERLY DISABLED
    As a part of activities to observe the year 1999 as the International Year of the Older Persons, the National Institute of Social Defence, New Delhi, has commenced a six months certificate course on Homecare for the Elderly Disabled Persons. This initiative has been taken to provide support to the families with elderly disabled or the old persons living alone. The course aims at proper and systematic management of the needs of the elderly persons to make their life comfortable.

    The Institute is a subordinate body under the control of Union Ministry of Social Justice & Empowerment. Recently the mandate of the Institute had been enlarged to cover areas of concern to older persons.

MOU FOR CANADA INDIA INSTITUTE INDUSTRY LINKAGE PROJECT SIGNED
      A Memorandum Of Understanding for Canada India Institute Industry Linkage Project was signed here today by Shri R.S. Sharma, Joint Secretary, Department of Economic Affairs on behalf of Government of India and Mr. Peter F. walker, High Commissioner of Canada, on behalf of Government of Canada.

    Under the project, a total grant assistance of C$ 8.6 Million (approximately Rs.25 crore) in the form of technical assistance and training would be extended by Canadian International Development Agency, an agency of Government of Canada. The reciprocal Indian contribution for this Technical Cooperation Project would be extended in kind, estimated at Rs.4 crore.

    The project will cover selected technical institutions and industry in the western region of the country comprising Gujarat, Maharashtra, Madhya Pradesh and Goa. At the national level, Ministry of Human Resource Development would provide the overall leadership and guidance. The Indian society for Technical Education and Technical Teachers' Training Institute, Bhopal would also be associated with the project. The project will focus on development and effective adaptation of sustainable and replicable industry-institute linkage models at the identified Polytechnics and Engineering colleges with the active involvement of Directorates of Technical Education.

PRICE OF LEVY RICE FOR KHARIF MARKETING SEASON FIXED
    The Kharif Marketing Season 1999-2000 has commenced from 16.9.1999 in respect of Punjab and Haryana and is commencing from 1.10.1999 in respect of other States. The Ministry of Agriculture has already fixed the Minimum Support Prices (MSPs) of Common and Grade 'A' paddy for the Kharif Marketing Season 1999-2000 at Rs.490/- and Rs.520/- per quintal respectively on the recommendations of the Commission for Agricultural Costs and Prices. The millers/dealers are required to contribute rice to the Central Pool, as per the extant levy orders of their respective States.

    Based on these MSPs and taking into account the other Statutory and Non-statutory Charges for milling of paddy of the respective States, the Ministry of Food & Consumer Affairs have decided to fix the prices of levy rice for the Kharif Marketing Season 1999-2000 as follows. The State-wise variations are only due to varying tax and free structure obtaining in different States. The orders have been dispatched to the various States by fax and by post.

NATIONAL POLICY FOR EMPOWERMENT OF WOMEN DRAFTED
SAARC WORKSHOP ON FOLLOW-UP ACTION ON THE FOURTH WORLD CONFERENCE ON WOMEN HELD
    A two day SAARC Workshop on Follow-up Action on the Fourth World Conference on Women concluded here yesterday with the recommendations emphasizing need to have gender-disaggregated data on all indicators concerning survival and development of girls and women. Children, that is persons below the age of 18 years as per the Convention on the Rights of the Child (CRC), should not be recruited as combatants during armed conflicts. It also recommended relief and rehabilitation measures should take into account the special needs of women, children, especially girls and female headed households during armed conflicts. To bridge the performance gaps (regarding survival and development indicators for the girl child) in all SAARC countries in addition to making vigorous efforts, there is a need to redefine the goals for the girl child for the next millennium.

    While inaugurating the Conference Smt. Kiran Aggarwal, Secretary, Department of Women and Child Development, Ministry of Human Resource Development said A National Policy for the Empowerment of Women has been drafted after a series of consultation with Members of Parliament, State Government, NGOs and Women Organisations. All SAARC countries participated in the Workshop. Smt. Aggarwal underlined that to ensure that women are not deprived of the fruits of development, India is in the process of persuading all development sectors, ministries and departments to earmark at least 30 per cent of their funds for a women’s component plan an initiative from the Planning Commission. She added that the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) had also been ratified by the country.

    During the Workshop, while recalling Paragraph 45 of the Colombo Declaration of the Tenth SAARC Summit, some recommendations for incorporation in the draft Social Charter were also made on the topics of a) Child Survival and Development, b) Empowerment of Women, c) Improvement of Conditions of Labour, d) Welfare of Elders and e) Communication and Media.

    While proposing the Vote of Thanks, Shri. A.K. Sinha, Joint Secretary (Women’s Development), Department of Women and Child Development, Ministry of Human Resource Development pointed out that the time had come for the SAARC countries to think of observing the next decade as the decade of the empowerment of women. As per SAARC convention, the leader of the Indian delegation,

    Shrimati Rina Ray, Director, Department of Women and Child Development, was elected the Chairperson of the Workshop.
