THE OVERALL STORAGE POSITION OF 70 MAJOR RESERVOIRS OF THE COUNTRY IS BELOW AVERAGEThe Central Water Commission (CWC) monitors storage position of 70 major and important reservoirs spread over the country of which 26 reservoirs have significant hydro-power benefit with installed capacities of more than 60 MW. Out of these 70 reservoirs, there are presently only 36 reservoirs where this years storage capacity is less by 20% or more than the average of previous years. However, out of the 26 reservoirs with significant hydro-potential, there are only 21 reservoirs which have storage built up less than the average of previous years. The combined storage capacity of these 70 reservoirs is presently 42% of the designed capacity and the present storage is 70% of the last years storage and 68% of the last 10 years storage during the same period. The overall storage position is below average by 46.71% as on 25.01.2001.
The storages in Ukai (27% of designed live storage), Sabarmati (4%), Kadana(8%), Shetrunji (3%), Bhadra (1%), Damangaga (57%) and Dantiwada (1%) in Gujarat; Mahi Bajaj Sagar (18%) and Jhakam (21%) and Rana Pratap Sagar (31%) in Rajashthan; Gandhi Sagar (0%), Tawa (16%), Bargi (37%) in Madhya Pradesh; Minimata Bango (52%) and Mahanadi (14%) in Chattisgarh; Hirakud (41%), Balimela (9%), Salandi (37%), Rengali (39%) and Upper Kolab (26%) in Orissa are below par.
Besides, the storage in Nagarjuna Sagar (30%), Sriram Sagar (30%) and Somasila (28%) in Andhra Pradesh; Tenughat (35%) and Tilaiya (13%) in Jharkhand; Gobind Sagar (32%) and Pong Dam (22%) in Himachal Pradesh; Ghataprabha (41%), Malaprapha (7%) and Harangi (16%) in Karnataka; Jayakwadi (36%), Bhima (15%), Mula (45%), Yeldari (35%), Girna (10%) and Khadkwasla (27%) in Maharashtra; Lower Bhawani (25%) in Tamil Nadu; Matatila (13%) in Uttar Pradesh and Mayurakshi (39%), Kangsabati (14%) in West Bengal are also very low.
The basin wise storage position is better than the average of previous 10 years in Cauvery & neighbouring East Flowing Rivers and less than 20% of average of previous 10 years in Krishna and West Flowing rivers of South. The basin wise position is less by 20% or more than the average of the previous 10 years in the Mahi, Sabarmati, Indus, Rivers of Kutch, Ganga, Narmada, Mahanadi & neighbouring East Flowing Rivers and Tapi.
In order to derive the best possible benefits from the available water, CWC is keeping in touch with the Department of Agriculture and cooperation, Ministry of Agriculture and providing information on the weekly storage position to the Crop apprising the situation to various Departments and Ministries involved in Water Resources Planning.

The total shipping tonnage in operation as on December 1, 2000 was 6.932 million Gross Registered Tonnes (GRT) comprising 547 ships as compared to the total tonnage of 6.960 million GRT on November 1, 2000 comprising 549 ships.
During November, 2000, the tanker freight market continued to show upward trend. However, the dry cargo market remained steady.
Chartering Wing made shipping arrangements to cover a quantity of 26.51 lakh MT of cargo in bulk (dry and liquid) on 40 vessels comprising Indian and foreign. In addition, two tankers were chartered on time chartered basis for coastal movement of cargo account Indian Oil Corporation (IOC) and Hindustan Petro Chemicals Ltd. (HPCL) , Mumbai.

ACTION AGAINST MISUSE OF EMBLEMS AND NAMES
The Centre has advised the States and Union Territories to take necessary remedial and penal action for misuse and violation of the provisions of the Emblems and Names (Prevention of Improper Use) Act, 1950. This follows instances of improper use and use without permission of certain names covered under the Act.
The power of registration under the Emblems and Names (Prevention of Improper Use) Act, 1950 of individuals, society and organisation is vested with the Registrar of Societies of the States and Union Territories. However, in case of doubt regarding the applicability of the provisions of the Act, the concerned Registrar seeks clarification or approval of the Central Government. It is in this context that States and Union Territories have been directed to take penal action against individuals, societies and organisations for misuse of the provisions of the Act.

PERFORMANCE OF NON-FERROUS METAL SECTOR IN DECEMBER 2000
The Aluminimum metal production in the country in December 2000 was 55875 tonnes as against the target of 54172 tonnes. The public sector unit National Aluminium Company Ltd. (NALCO) crossed its target and produced 19763 tonnes of aluminium in the month. The private units Hindustan Aluminium Company Ltd. (HINDALCO) and the Indian Aluminium Company Ltd. (INDAL) also crossed their targets and produced 21898 tonnes and 3739 tonnes respectively. But the public sector unit Bharat Aluminium Company Ltd. (BALCO) and private unit Madras Aluminium Company Ltd. (MALCO)s production during the month was slightly less than the target. NALCO exported 57069 tonnes of alumina and 11004 tonnes of aluminium during the month.
During the month under report the public sector unit Hindustan Copper Ltd. (HCL) produced 5074 tonnes of copper cathodes and 3234 tonnes of continuous cast copper rods crossing their targets of 3934 tonnes and 2794 tonnes respectively. The private sector units Indo Gulf Corporation Ltd. (IGCL) produced 9577 tonnes of copper cathode and 9640 tonnes of continuous cast copper rod. The other private unit Sterlite industries (India) Ltd. (SIL) produced 10333 tonnes of copper anode during the month crossing its target of 10278 tonnes.
During the month the production of Zinc was 10631 tonnes against a target of 11700 tonnes and lead 4140 tonnes against a target of 4250 tonnes. The Hindustan Zinc Ltd. (HZL), a public sector unit produced 8804 tonnes of zinc and Bilani Industries Ltd. (BIL) a private unit produced 1827 tonnes. HZL produced 3710 tonnes of lead and a private unite Indian Lead Ltd. (ILL) produced 430 tonnes of lead during the month.
The Hutti Gold Mines Ltd. (HGML), during December produced 159.37 kg of gold against a target of 156.608 kg.
The total value of Mineral production covering metalliferrous and industrial minerals excluding fuel minerals, miner minerals and atomic minerals was Rs.511 crore during December, 2000 as against Rs.471 crore in December 1999.
The Mineral Exploration Corporation Ltd. (MECL) drilled about 13 thousand meters and mined 504 meters during the month. The implementation of NALCOs projects for expansion of Bauxite mines and alumina refinery at Damanjodi are on progress. The expansion of NALCOs aluminium smelter at Angul are on schedule. BALCOs project for installation of new cold rolling mill will be completed by June 2001.

EXPORTS UP BY 20.42 PER CENT IN DOLLAR TERMS
INDIA'S FOREIGN TRADE DATA: APRIL-DECEMBER 2000-2001
Indias exports during April-December 2000-2001 are valued at US $ 32266.30 million (i.e. $ 32.26 billion) which is 20.42 % higher than the level of US $ 26793.89 million (i.e. $ 26.79 billion) during April-December 1999-2000. In rupee terms, the exports were Rs.146552.42 crore, which is 26.42 % higher than the value of exports during April-December 1999-2000. Exports during December 2000 are valued at US $ 3599.65 million ($ 3.59 billion) which is 17.33% higher than the level of US $ 3067.88 million in December, 1999. In rupee terms, the exports were Rs. 16828.21 crore, which is 26.14% higher than the value of exports during December 1999.
Indias imports during April-December 2000-2001 are valued at US $ 38150.25 million representing a growth of 8.95% over the level of imports valued at US $ 35015.67 million in April-December 1999-2000. Oil imports during April-December 2000-2001 are valued at US $ 12449.65 million which is 78.23% higher than oil imports valued at US $ 6985.13 million in the corresponding period last year. Non-oil imports during April-December 2000-2001 are estimated at US $ 25700.60 million which is 8.31% lower than the level of such imports valued at US $ 28030.54 million in April-December 1999-2000. Imports during December 2000 are valued at US $ 3775.94 million which is 12.05% lower than the level of US $ 4293.31 million in December 1999. In rupee terms, the imports decreased by 5.45%.
The trade deficit for April-December 2000-2001 is estimated at US $ 5883.95 million which is lower than the deficit at US $ 8221.78 million during April-December 1999-2000.
Tables giving details of exports, imports and trade balance, according to the provisional estimates of Directorate General of Commercial Intelligence & Statistics (DGCI&S), are attached.

GOVERNMENT KEEN TO EXPLOIT HYDRO-POWER POTENTIAL'
The Minister for Power, Shri Suresh Prabhu said here today that Government is planning to hold a conference of interested parties soon to quicken the pace for exploiting the countrys hydropower potential. Shri Prabhu was speaking while inaugurating the Conference on "Water Resources Development Irrigation and Hydropower". The Conference has been organised by the Indian Committee of the International Hydropower Association and the Council of Power Utilities. The Ministries of Power and Water Resources are the sponsors while the co-ordinator is the National Hydro Power Corporation of India (NHPC). The Minister said India has an estimated potential of 1,50,000 MW of hydropower and the Central Electricity Authority (CEA) has been asked to make preliminary survey and investigation. The survey which is expected to be completed over the next 2 to 3 months would be offered to interested parties who would come forward to exploit the countrys hydropower potential.
The Power Minister reaffirmed that the Government would like to meet the substantial portion of power requirement over the next 10 to 12 years through hydropower. The CEA in its 16th Power Survey released last week has pegged the power requirement over the next 10 to 12 years at about one lakh MW. Shri Prabhu added that India needs to find the least hazardous source of power and issues like resettlement and environment need to be addressed while formulating hydropower projects. For this purpose, he said, the Ministry of Power has set up a Special Purpose Vehicle (SPV) to look after the issues of resettlement and environment for which money would be set aside from project finances during the planning stage.
The two-day conference is being orgnised with the aim of increasing awareness of the role, hydropower can play in the sustainable development of renewable energy. It will also promote and propagate hydro development which is planned and implemented in an environmentally and socially acceptable way.
It is for the first time that Presidents of the International Commission on Large Dams (ICOLD), International Commission on Irrigation & Drainage (ICID) and International Hydropower Association (IHA) would be addressing the participants.
The inaugural session of the Conference was also addressed by the Secretary, Ministry of Water Resources, Dr. Z. Hasan and the Chairman-cum-Managing Director of the NHPC, Shri Yogendra Prasad.

ENTERTAINMENT SECTOR TO GROW UP TO RS. 60,000 IN FIVE YEARS
The entertainment industry is expected to grow from Rs. 15000 crore today to over Rs. 60000 crore in 2005 at a compound rate of 32 per cent per annum. The emerging broadcasting and electronic information scenario will throw up new challenges and opportunities for the broadcasting professionals.Inaugurating the 7th BES EXPO 2001-7th International Conference and Exhibition on Terrestrial and Satellite Broadcasting, organized by the Broadcasting Engineering Society (India), here today, the Minister of Information and Broadcasting, Smt. Sushma Swaraj said that the Government on its part will always be ready to provide proper framework and policies as required. She said, Prasar Bharati needs to work out a strategy, which is cost effective to extend coverage to all parts of India for covering additional population in remote and sparsely populated areas. Prasar Bharati also needs to exploit the unique advantage of terrestrial broadcasting for generating and transmitting local content. It also needs to use its studios and programming personnel in a more meaningful way so that this objective can be effectively achieved. The role of Prasar Bharati as a public broadcasting service becomes more vital for informing people about socially relevant issues, developmental efforts and policies of the Government and issues, which are vital for the country. The Minister said, this requires proper selection of the content of programmes broadcast by Doordarshan and All India Radio.
Referring to the emerging convergence scenario with improving digital technology, which makes increasing number of services available to the end user, the Minister said we have to keep in mind the needs of the common man, particularly those who cannot afford to invest in costly equipment. The ultimate test of the improvements in the technology and the phenomenon of convergence will be whether it is able to improve the lives of the common man particularly the under-privileged.
Smt. Swaraj emphasized that the service providers must be able to provide broadcasting, internet, telecommunications and data casting etc. Simultaneously, while the end user would demand his receiving instrument to be able to show him TV programmes, provide internet facilities and specialized information like that relating to whether, stock market, traffic condition etc., and also to act as a telephone and a computer.
The Minister of State for Information and Broadcasting, Shri Ramesh Bais emphasized the need to re-orient news services and other programmes to suit the present scenario and regain its pre-eminence in the broadcasting sector. This would not only require technological improvement but also upgrading the standard of programme content. The Secretary designate, Ministry of Information and Broadcasting, Shri Pawan Chopra appreciated the initiative taken by the broadcasting engineers to organize this international conference which provides a forum to discuss all aspects of the broadcasting sector. The Vice Chancellor, Guru Gobind Singh Indraprastha University, Prof. K.K. Aggarwal delivered the keynote address on Towards a Convergent World.

CSIR MOUNTS SPECIFIC RELIEF OPERATIONS IN QUAKE-HIT GUJARAT
The Council of Scientific and Industrial Research (CSIR), Ministry of Science and Technology has mounted certain specific relief operations in the quake-hit Gujarat. The Minister for Human Resource Development and Science and Technology Dr. Murli Manohar Joshi said here today that the primary thrust is on strengthening the hands of the Government of Gujarat by providing scientific and technological inputs. The CSIR scientists from Structural Engineering Research Centres (SERC) and Central Building Research Institute (CBRI) are currently involved in integrity monitoring of buildings and providing guidance on retrofitting and remediation.
A team of high-way engineers from the Central Road Research Institute (CRRI) is also on its way to the State to facilitate rehabilitation of roads and bridges. The damage to these infrastructures is so severe that traffic movements at several locations have been disrupted.
The CSIR is also forming a group to look into the revision of building codes and bye-laws so that new buildings can be made earthquake-safe. The Council is closely working with the Ministry of Agriculture, the nodal agency on Natural Disaster in structuring a permanent National Centre for Calamity Management.
The CSIR says the rehabilitation programme among other things would require huge quantities of building material. One of the ways to somewhat meet the demand is to make effective use of the vast amount of the waste rubble and debris piled up everywhere and convert this waste into useful building material and components. Such a strategy was adopted by the CSIR some years ago at Kaliasur (Garhwal) following a major landslide.
The huge quantities of debris, the disposal of which otherwise could create an environmental problem, can best be used for construction of roads and road embankments. The CSIR said, the debris could be converted into blocks for building construction in collaboration with the CBRI. The CSIR has the capacity to design and develop appropriate equipment to advise the State Government on these matters. Such an initiative could also lead to providing gainful employment to the earthquake displaced people.
The Gujarat Government has appreciated the team from CBRI for giving outstanding help to the local administration in assessing the damage and mounting the salvage operations.

GOVT. RELAXES MPLAD SCHEME TO BENEFIT QUAKE HIT GUJARATIn view of the unprecedented devastating earthquake of severe intensity, that rocked the State of Gujarat on January 26, 2001, causing heavy loss of life and property, the government has decided to wave the ceiling of Rs.10 lakh for taking up works under the scheme in the earth quake affected areas of Gujarat. Accordingly Members of Parliament can now assign the entire sum of Rs. 2 crore accruing to them in a year for reconstruction and rehabilitation work in the quake affected areas of Gujarat.
The Ministry of Statistics & Programme Implementation has issued instructions to all District Collectors for transferring the funds assigned by the Members of Parliament to Chief Secretary, Government of Gujarat.
Under the Member of Parliament Local Area Development Scheme (MPLADS), MPs can recommend works outside their Constituencies/States for construction of assets that are permissible in the Guidelines for rehabilitation measures in the vent of natural calamity of rare severity in any part of the country, for an amount not exceeding Rs.10 lakhs for each calamity.
'23' P.RAJAGOPALAN NEW FINANCIAL COMMISSIONER OF THE RAILWAYS

Shri P. Rajagopalan is the new Financial Commissioner of the Railways and the ex-officio Secretary to the Government of India in the Railway Board, Ministry of Railways. Shri Rajagopalan took over the charge of his new assignment this morning. He takes the place of Shri N.P. Srivastav who goes on superannuation.
An officer of the Indian Railway Accounts Service (IRAS - 1964 batch), Shri Rajagopalan has held various important positions in the Eastern, Central, Southern and Northern Railways. He has also been the Financial Adviser and Chief Accounts Officer (FA&CAO) at the Rail Coach Factory, Kapurthala. Before taking over as the Financial Commissioner he was working as Additional Member (Budget) in the Railway Board. He has also been discharging the functions of Managing Director, Indian Railway Finance Corporation since September, 1997.
Earlier in his career, Shri Rajagopalan was deputed to Iraq as a Member of the Indian Railway Team for preparation of a Survey Report for a Railway line in Iraq. He has also served as Director in the Plan Finance Division of the Ministry of Finance.

SHRI PAWAN CHOPRA ASSUMES CHARGE OF I&B SECRETARY
Shri Pawan Chopra today assumed the charge as Secretary, Information and Broadcasting. An IAS officer of 1967 batch (Rajasthan Cadre), Shri Chopra replaces Shri Y.N. Chaturvedi who retried yesterday.
Shri Chopra was Additional Secretary in the Cabinet Secretariat prior to this appointment. He has also worked as an Additional Secretary (Revenue) and CMD, Rajasthan Finance Corporation.

NATIONAL CHILD LABOUR PROJECT FOR UJJAIN
The Union Ministry of Labour has sanctioned a proposal for establishing a project society for opening 40 schools of 50 children each under the scheme of National Child Labour Project (NCLP) and has released first instalment of grant in aid of Rs.25, 64,667/-. The total recurring budget for the Project is 67,19,000/-. This is in line with the Union Minister of labour Dr. Satyanarayan Jatiyas recent announcement made during a Conference on Child Labour held in New Delhi on 22nd January 2001 disclosing preparation of an Action Plan for rehabilitating about 2 lakh children engaged in hazardous occupation and processes by the year 2005. It is estimated that there are about 37,273 child labourers in the district of Ujjain.
N.C.L.Ps. are being run in 96 districts of the country of which 7 are in Madhya Pradesh. They are in Bilaspur, Durg, Mandsaur, Rajnandgaon, Sarguja and Gwalior, and also one at Raigarh in Chhatisgarh. The child withdrawn from jobs are being rehabilitated in these Projects and their numbers are being increased to 100. In the N.C.L. Project areas, an integration of various developmental programmes are being attempted. These include stepping up enforcement of child labour laws, non-formal education, income and employment generation programmes, special schools, raising public awareness and survey and evaluation.

MINISTER CALLS UPON PEOPLE TO VOLUNTEER TO HELP IN REHABILITATION PROCESS
Shri Santosh Kumar Gangwar, Minister of State for Petroleum & Natural Gas and Parliamentary Affairs, has contributed one month's salary towards the Prime Minister's Relief Fund for relief work in Gujarat. The Minister has also decided to allocate an amount of Rs. 10 lakh from his MPLAD Scheme fund for the year 2000-2001 to help the relief operations in the State. The Minister has requested the concerned authorities to facilitate early transfer of funds for relief measures.In view of the magnitude of the damages caused by the earthquake, Shri Gangwar has called upon the citizens of the country to make contributions to the maximum possible extent to this noble cause. In a special appeal made to the people of his constituency i.e. Bareilly he requested them to make contributions both in cash and kind including physical assistance. Shri Gangwar has also embarked upon mobilising volunteers to carry out relief and rehabilitation work, particularly in the inaccessible parts affected by the earthquake.

DUE DATE FOR FILING OF IT RETURN FOR THE ASSESSMENT YEAR 2000-01 EXTENDED
The Central Board of Direct Taxes has extended the due date for submission of return of income for the assessment year 2000-2001 upto 28th February, 2001 in the case of persons who are required to file their return of income if they satisfy one of the six prescribed criteria of (i) occupation of immovable property, (ii) ownership of lessee or motor vehicle, (iii) subscription of telephone, (iv) incurring of expenses on foreign travel, (v) holder of credit card and (vi) membership of club.

The Power Finance Corporation (PFC) has sanctioned a loan of Rs. 100 crore on priority basis for taking up restoration work in the quake affected areas of Gujarat. The PFC had earlier despatched a team of senior officials to assess the extent of damage to electrical lines, sub-stations and civil structures of the Gujarat Electricity Board (GEB) following the earthquake. The team had been despatched on the instructions of the Minister for Power, Shri Suresh Prabhu. PFC has also offered an additional Rs. 50 crore as working capital loan to GEB.
In addition, the PFC has decided to contribute a days wages of its employees for the welfare of the victims of the earthquake. PFC employees are also collecting donations and materials such as tents, medicines, grains, foodstuffs and woolens to be sent to Gujarat.

DR. JOSHI PRESENTS AIFACS AWARDS
The Minister for Human Resource Development Dr. Murli Manohar Joshi presented Kala Ratna, Kala Vibhushan and Kala Shree awards of the All-India Fine Arts and Crafts Society (AIFACS) to 36 artists at a function here today. Twelve artists from each category received the awards. Most of the award winners were Padma Shrees.
Dr. Joshi told the gathering that India has the tradition of art and culture since time immemorial and Indian art has the pride of place in the world. Indian art has depth, feeling and life in them. He urged the artists to keep up the Indian traditions and art alive.
The awards carry cash prizes of Rs. 40,000, Rs. 20,000 and Rs. 10,000 respectively.

KASHIRAM RANA APPEALS FOR GUJARAT RELIEF-- TEXTILE INDUSTRY TO CONTRIBUTE RS 23 CRORE
TEXTILE MINISTRY TO SUPPORT CONSTRUCTION OF 2500 HOUSES AND 5000 WORK SHED CUM HOUSING UNITS
GARMENT INDUSTRY TO CONTRIBUTE RS. FIVE CRORE
In response to an appeal to the Textile Industry by the Minister of Textiles, Shri Kashiram Rana an approximate contribution of Rs 23 crore is likely to be generated for the Gujarat Earthquake relief efforts. Returning from Gujarat here last night Shri Kashiram Rana convened a meeting of important textile Industry representative bodies here today and made an appeal to the exporters and other textile PSU's, Garment Exporters and various council members to whole heatedly support the Govt. efforts in the relief operations in Gujarat. Shri Anil Kumar, Secretary (Textiles), Shri Arun Gupta, Additional, Secretary and DC (Handlooms), Shri Rajiv Takru (DG) AEPC and top officials of Ministry of Textiles were also present at the meeting.
Responding to the appeal, Shri Rajiv Takru, DG, Apparel Exports Promotion Council (AEPC) who had already announced a contribution of Rs 21 lakh and dispatched 8500 blankets for Ahmedabad informed that 10,500 blankets are also being sent to Rajkot. He also assured the Garment Industry's support for a further contribution of Rs. 5 crores either in cash or kind for the earthquake relief.
While a contribution of Rs. 2.11 crore is expected from TEXPROCIL and its members, SRTEPC is also expected to provide Rs. 2 crores. Various silk and woolen council members are likely to contribute about Rs. 1 crore. National Textile Corporation (NTC) has already sent dhotis and sheets etc. to Ahmedabad and 1800 blankets are further being sent. It has also volunteered a support of Rs. 50 lakhs.
The Ministry of Textiles has also decided to immediately disperse the arrears of salaries due to NTC employees residing in Gujarat. It has also been decided to contribute one day's salary by the employees of Ministry of Textiles, Export Promotion Councils, PSUs and other allied bodies associated with the Ministry of Textiles. This is expected to generate about Rs. 1.5 crore.
The Jute Industry has come forward with a consolidated offer of Rs. One crore. This includes the dispatch of one Lakh meter of jute, which has already been sent to Ahmedabad. Further, 2 lakh tones of jute will be dispatched shortly. The jute mill owners have also assured further contribution of Rs.7.5 lakhs.
The existing schemes for the benefit of Handlooms and Handicrafts workers would be synergised for maximization of benefits in the Earthquake affected areas. About 2500 Work-shed cum Housing units in 25 worst affected villages are proposed to be constructed for the benefit of workers to sustain their livelihood with the support of DC (Handicrafts). Besides imparting training for starting the unit during the initial period, the tool kits will also be provided so that economic activities could be started and sustained. About 5000 work- sheds are also proposed to be made available for Handicraft workers in the worst affected areas of Surender Nagar and Kutch. DC (Handicrafts) and DC (Handlooms) would jointly help in the reconstruction efforts. The Office of the Development commissioner for Handicrafts is also working on a Work-shed cum Housing scheme for Ten talukas in Bhuj District having maximum concentration of Handicrafts workers. Out of this 4000 units are proposed to be constructed in rural areas while 1000 units in urban areas. An amount of Rs 5 Crore is proposed to be spent on this scheme. The Export Promotion Council for Handicrafts has also given an assistance of Rs 10 Lakhs. Moreover the Office of the Development Commissioner for Handicrafts has contributed Rs. 50 lakhs as share capital assistance to Gujarat State Handicraft Development Board to assist the artisans.

CONSULTATIVE COMMITTEE MEETING OF THE MINISTRY OF COMMUNICATIONS
The Minister of Communications Shri Ram Vilas Paswan has said that effective marketing strategy should be evolved to export Centre for Development of Telematics (C-DOT) developed telecom technology to the developing countries. He said that most of the developing countries in the world have conditions similar to those in India and C-DOT technologies offer very cost effective and relevant solutions for such countries.as they have an ability to work reliably in harsh non air-conditioned environment Addressing the Members of the Consultative Committee attached to the Ministry of Communications here last evening, Shri Paswan said that export of C-DOT products can be facilitated in the form of direct supply of equipment through any of its manufacturers. Alternately Direct Transfer of Technology for establishment of manufacturing base can also be undertaken under a well defined Phased Manufacturing Programme.
The Minister said that a report submitted by the Management Consultant which contains recommendations on suitable career prospects to attract and retain qualified technical staff in C-DOT is under consideration of the Government. He said that the level of skill and expertise of C-DOT engineers is well known in telecom industry and the superior compensation offered by telecom companies in the private sector, has resulted in migration of young talent outside which is a matter of concern. The Minister said that there is a need for effective harnessing of the abundant technical talent of young engineers for the success of C-DOT.
The Minister informed the Members that C-DOT has developed a wide range of Digital Switching systems for rural and urban applications. The range extends from 128 lines' Rural Automatic Exchanges (RAX) to a 40,000 lines switching systems meant for urban and semi-urban applications. He said that the switching systems based on C-DOT technology which have a large presence in the Indian Telecom network is being extensively used to restore essential Telecommunications in earth-quake hit areas of Gujarat.
Participating in the discussion, Members of the Consultative Committee appreciated C-DOT for its R&D work and suggested that a superior package be worked out in order to attract and retain qualified technical staff to prevent their migration. They said that C-DOT has vast export potential and the expertise and design developed by this premier research organization in the field of telecommunications should be utilized to the country's advantage. Members also complimented the DOT and BSNL for extending the local call area limit upto 200 Kms which they said would greatly help the general users. Some Members mentioned that certain doubts and misgivings about the calls becoming costlier as a result of reduction in pulse rate from 3 to 2 need to be removed. Members also welcomed the government move to allow limited mobility to basic service providers and said that it will vastly help in expansion the telecom base and increasing the tele-density in the country. Members of the Consultative Committee also underlined the need for augmenting the telephone services in the country, more particularly in the rural areas.

Background
The Centre for Development of Telematics (C-DOT) was established jointly by the Department of Telecommunications and Department of Electronics in 1984. It was entrusted the task of design, development and engineering of digital electronic switching and transmission systems. The C-DOT designed switching equipment has contributed significantly to the development of telecommunications services in the country. C-DOT has revolutionized the telecom scenario of rural India.
C-DOT has also developed a communication system called Time Division Multiple Access-Point to Point (TDMA-PMP) which promises to prove very effective in fast provisioning of telecom services in geographically distributed clusters of villages. The introduction of the Intelligent Networks Services in the country was made possible by the technology developed at C-DOT. Many Intelligent Network services like Virtual Card Calling, Free Phone and Premium Rate Service have become very popular.
C-DOT has also been entrusted the task of providing Mobile Personal Communication Services in Andhra Pradesh, Bihar, Tamil Nadu and West Bengal employing Mobile Switching Centres developed at the center. C-DOT is a multi-dimensional organization with many other technologies in radio, opto-electronics, satellite and network management fields. Work is also in progress on many leading edge technologies like SDH, ATM, Fibre Access Systems, etc.

Government has launched multi-pronged relief operation with the support of Armed Forces, voluntary agencies and international agencies. Power supply has been restored to the towns of Bhuj, Nakhatrana, Anjar, Adipur, Gandhidham, Mandavi and Mundra. Power has been restored in 198 out of 949 villages of Kutch district. Water is being provided through water tankers. Massive stock of foodgrains, vegetables, milk powder, diesel, petrol, LPG cylinders and kerosene have been stacked. Reliance refinery has started operating at about 50 percent of the capacity.
Telecommunication services at Bhuj, Anjar and Gandhidham are now available. Mobile communication has also been partially restored. Hotlines are being provided at the Taluka headquarters. Road communication is restored except for Surajbari bridge. On the NHs more than 1000 units of heavy equipment moved across the roads. Damages to minor/major bridges have been attended to and wherever required, diversions have been provided. Surajbari bridge is being used for LCVs and other light vehicles carrying relief material. The heavy vehicles at controlled speed are expected to move from February 2 onwards. Railways has restored broad-gauge section upto Gandhidham. Gandhidham to Bhuj line is now fit upto Kukma. Indian Airlines/Air India is air-lifting relief material at free of cost. 652 doctors, 785 para-medical staff, voluntary and international medical teams are providing medical service. Drugs worth Rs. 43 lakh have been supplied to 15 hospitals.
Army, Navy, Air Force and Para-military forces are continuing relief operations round the clock. Total manpower of Defence Forces deployed is approximately 20,000. Army has deployed 54 columns, 7 Engineers Regiments and 7 mobile field hospitals at Bhuj and Ahmedabad besides existing military hospitals. Army doctors have conducted about 10384 major surgeries, 7326 minor surgery operations, 1770 plasters and medical aid to about 13152 individuals besides evacuating 422 serious patients and rescuing 253 persons.
Air Force have evacuated 700 casualties and have air-lifted 3000 tonnes of relief supplies including heavy engineering equipment, field ambulances, tentage and blankets etc. from Delhi, Chennai and Kanpur. Navy has converted 2 Naval Surgery ships into hospital ships and has established a crisis extension ward at Naval Hospital. INS Ganga sailed for Kandla with relief material and dry provisions. Dry rations from naval establishments, Jamnagar, Porbandar and Dwarka have been moved by road for districts at Anjar and Gandhidham. BSF, CISF, CRPF, SSB and Indo-Tibetan Boarder Police personnel are also engaged in Ahmedabad, Gandhidham, Bhuj, Rapar, Khalil, Bimasar, Morvi, Kandla and Mehsana in providing relief material.
Human Resource Development Ministry will provide Rs. 150 crore for Gujarat Education Reconstruction Plan. Out of this Rs. 100 crore for Elementary and Secondary Education and Rs. 50 crore for College and University Education will be earmarked. The Ministry has also decided to establish 200 creches, 50 short stay homes for women and 10 womens hostel for shelterless women. Ministry of Social Justice & Empowerment is activating Lead NGOs located in Gujarat to provide relief and succour to women and children rendered destitute and homeless.
State Governments are providing relief assistance to Gujarat both in cash and kind. This includes food, blankets, medicine, medical personnel, water tankers and equipments.
The number of dead has increased to 7341 and injured to 33114.

The Artificial Limbs Manufacturing Corporation of India (ALIMCO) under the Ministry of Social Justice & Empowerment has already sent seven Trucks of aids & appliances, assistive devices and accessories for the needy persons who might have been injured or disabled due to the earthquake. These appliances are being carried by a team of experts who will fan out in different affected areas identified by the NGOs and district administration to help the needy persons.
The National Institute for the Orthopaedically Handicapped, Calcutta has dispatched several cartons of medicines, which would be distributed, with the help of district administration.
The Ministry today called a meeting of the Non-Governmental Organisations(NGOs) which was attended by the Indian Council of Child Welfare, Helpage India, Child Relief & You (CRY) Action - Aid India and CERC amongst others.
With the support of the Ministry of Social Justice & Empowerment the Action - Aid would set up 100 temporary centres for the destitute women, children, disabled and other needy persons. These centres will provide psycho- social trauma counseling, medical care, food and shelter.
Aadhar which has been commissioned by the Ministry to work as a Secretariat for the National Council of Older persons, has activated its 45 members in the earthquake affected areas who have set up a Help-line for linking those in need of assistance and those who can provide it.
At todays meeting, NGOs were asked to co-ordinate amongst themselves and with district administration for well-focussed relief efforts and they were also advised to adopt an integrated approach instead of sticking to their areas of specialisation. For example the programme officers of Indian Council of Child Welfare have identified the areas of work not only for children but also for the other affected persons. Similarly Helpage India would assist all the affected persons including the elderly.
The Ministry of Social Justice & Empowerment assured the NGOs that they would be provided all necessary financial support for proposals they have submitted to provide relief to the earthquake victims.

The Department of Telecommunications has opened helplines at Bhuj, Gandhidham and Kandla only with in-coming facility. The people from outside can ring up these numbers and give messages to their friends and relatives. The telephone numbers of these helplines are :-

More helplines will be opened at other places according to the requirements. An easy 4-digit code 1092 will also be made available on these lines shortly so that the person from outside will only be required to dial the STD code followed by 1092.
The restoration and rectification efforts are being carried out on a war footing and a large number of places are expected to be brought into the communication network soon. The position of telecom network system in Kutch District has further improved with the restoration of 52 telephone exchanges by installing either new C-DOT exchanges and reviving some of the existing ones. The old numbers in general will not function in these exchanges now, however, telephone lines with only in-coming facility in the premises of telephone exchanges have been opened to help relief operations. A number of PCO facilities have also been opened from these exchanges for the use of the public. Further the two private cellular operators, namely, Birla AT&T and Fascel have fully restored the cellular network at Gandhidham and Bhuj. The number of hotlines are also being increased for quick and prompt coordination of relief work between the centre and the state of Gujarat.
The Department has also pressed into service many task force teams in the short distance charging areas of Bhuj for complete rehabilitation of switching and transmission system. Telecom personnel both administrative and technical are drawn from other parts of Gujarat as well as from Rajasthan, Madhya Pradesh, Andhra Pradesh and Maharashtra for restoration work.

50,000 METRIC TONNES OF ONION RELEASED FOR EXPORT
The government has decided to release with immediate effect 50,000 (fifty thousand) metric tonnes of onion for export. Shri Murasoli Maran, Commerce & Industry Minister, has approved the release of the above quantity for export of onions which will be allocated to canalising agencies with the usual conditions of MEP, payment of refundable deposit etc. The quantity will have to be exported before 31 March, 2001. The canalising agencies mentioned below would be allowed to export the quantity mentioned against their name either directly or through registered exporters:

RELIEF MEASURES BY MINISTRY OF CIVIL AVIATION IN EARTHQUAKE HIT GUJARAT
Special measures were taken by the various agencies of the Ministry of Civil Aviation to help in the relief operations for the victims of earthquake in Gujarat.
Indian Airlines
Indian Airlines has increased air services to Gujarat immediately after the earthquake on 26th January, 2001. IA has decided to provide free air transportation of relief materials on its flights. It has also decided to provide free handling facilities to charter flights bringing in relief materials from the State Governments and foreign Governments.
IA operated one additional flight each from Mumbai and Delhi on 26th January in addition to their scheduled flights to all stations except Jamnagar. Six additional flights were operated on 27th January and three on 28th January, 2001. In accordance with the request of the State Government to operate daily flight from Mumbai to Bhuj and Ahmedabad to Bhuj, IA has started its operation.
IA operated 10 additional flights on 29th January to Gujarat, 7 additional flights to various airports in Gujarat on 30th January and 7 additional flights on January 31st, 2001. In order to augment the capacity of passengers the aircraft on Delhi-Mumbai flights has been changed from A-320 to A-300 and it has been routed via Ahmedabad.
IA has also drawn plans from 1st to 7th February, 2001 to cover Mumbai-Bhuj-Mumbai sector.
The Ministry of Civil Aviation has requested to Department of Revenue to grant exemption on Inland Air Travel Tax on air tickets to be issued on rebated/complementary basis to volunteers and Doctors authorised by Ministry of Civil Aviation and Central Government Control Room.
Air India
AI has extended transportation facilities on a positive space basis of relief material from all online points on its network. Efforts have been taken to ensure involvement of all airlines in transportation of relief material from all over the world, particularly points not covered by Air India.
A specially trained tracking dog accompanied by a representative of Tutor Service Dogs based in Maryland, USA was specially flown in by Air India from New York to Ahmedabad on January 30-31, 2001. A group of eight members of the British International Rescue Team have travelled from London to Ahmedabad by Air India flight alongwith a trained dog to help in the evaculation of victims.
10,000 fleece blankets contributed by the Indian Community in Indonesia are being flown in from Jakarta to Mumbai by Air India between 31st January and 1st February, 2001.
Airports Authority of India (AAI)
AAI has taken immediate steps to restore satellite based communication in Gujarat. Kandla airport was activated for helicopter operation on 27th January and for winged aircraft (small size) on January 28th. For all non-scheduled flights involved in rescue and relief operations, AAI has waived off all airport charges.
Assistance from Private Airlines
Overwhelming support is being received from countries all over the world and so far a total of 32 civil and military aircraft have already landed in India during the last three days, bringing relief materials.
Turkmenistan Airlines have offered one IL -78 freighter aircraft capable of carrying 15 tonnes of cargo at the disposal of the Ministry of Civil Aviation. Ministry of Civil Aviation has placed the aircraft at the disposal of the air Force for scheduling all flight to Bhuj and other places. The aircraft has already started its operations.
M/s Blue Dart have made available its three B737 freighter aircraft to the Ministry of Civil Aviation which have been placed at the disposal of Air Force. Their expenses will be borne by the Ministry of Civil Aviation.
Jet Airways is operating additional flights to Bhuj and Rajkot.

NALCOS NET PROFIT UP BY 47 PER CENT
National Aluminium Company Limited (NALCO) has posted a 47 per cent growth in net profit at Rs. 494.85 crore during the first three quarters of current financial year. By the end of December 2000, it has made a net profit of Rs. 494.85 crore as against Rs. 335.83 crore during the corresponding period of last year.
The sales turnover during these 9 months has increased by 19 per cent to Rs. 1,733.11 crore from Rs. 1,455.23 crore. The Companys export earnings during this period have also increased by 44 per cent to Rs. 969.95 crore as compared to Rs. 674.96 crore achieved in the same period of the previous year.
During this period, Nalcos metal production has touched 1,70,567 tonnes which is higher by 15,514 tonnes i.e. 10 per cent more than the same period of the last year. The Company also posted a 41 per cent increase in the metal export. It has gone up to 91,143 tonnes compared to 64,462 tonnes in the corresponding period of the previous year.

DEFENCE MINISTRY CONSULTATIVE COMMITTEE MEETSThe Defence Minister, Shri George Fernandes has said that government attaches top priority to the countrys security and shortage of funds will not be allowed to come in its way.
Addressing the meeting of the Parliamentary Consultative Committee attached to his ministry which was held to discuss defence budget here today, the minister said that the necessary allocations are being made in the defence budget for all essential acquisitions by the three forces.
Shri Fernandes said that as a percentage of GDP, defence expenditure had steadily declined from 2.88 in 1990-91 to 2.17 in 1996-97. However, during the last three years it has gone up and is now 2.7 per cent. Substantial increase has been provided under the capital head in budget estimates for 2000-2001 to cater to the requirements of modernisation programmes. These include T-90 tanks, helicopters and UAVs for the army, SU-30, Mirage-2000, UAVs and MI-17 helicopters for air force and submarines, electronic systems, UAVs and air defence ship for the navy.
Commending the scientists and engineers of Defence Research and Development Organisation (DRDO), Hindustan Aeronautics Limited and Aeronautical Development Agency for the successful test flight of Light Combat Aircraft (LCA), the Defence Minister refuted the criticism of the LCA programme. Shri Fernandes felt that a systematic campaign is being launched inside and outside the country to bring down the morale of our scientists. Defence Minister cautioned the members against such sinister campaign and said that by middle of the next year five prototypes of LCA will be ready for flights. He also informed the members that several countries like Indonesia, Vietnam, Malaysia and Algeria have expressed interest in the products of Defence Public Sector Undertakings and Ordnance Factories. The Defence Minister said that the government proposes to take a decision very soon on opening up the defence sector to private participation and on entering into joint ventures and equity participation in foreign companies by Defence Public Sector Undertakings and Ordnance Factories. This will make India a major player in defence production and exports.
The Defence Minister informed the members that a policy to provide medical facilities to the retired and ex-servicemen has been worked out and a final decision will be taken soon.
Various members expressed their apprehensions about the reduction in allocation for Defence PSUs and Ordnance Factories and requested for more funds. Some members were of the view that one-rank-one-pension demand of retired servicemen should be met immediately. One member was of view that defence allocation should not be less than three per cent of the countrys GDP. Another member said that employment opportunities in armed forces and DRDO should not be reduced in the name of economy measures.

NCC CADETS FOR QUAKE RELIEF IN GUJARATIrrespective of the fact their own family members are affected, over 1500 NCC cadets are deployed in relief and rescue operations at Ahmedabad, Rajkot, Morbi, Patan, Mehsana and Jamnagar since 28 January 2001. NCC cadets are assisting army and civil authorities in carrying out relief and rescue operations.
The cadets have been primarily carrying out tasks relating to debris removal, extricating injured, panic control and comforting bereaved families, removal of dead bodies, assisting hospital authorities in care of wounded to include feeding and administration of medicines as prescribed, distribution of food, water and relief supplies, setting up of tents, guidance to specialised vehicles and equipment and blood donation. They have also collected three tonnes of food items comprising rice, dal, ghee, biscuits and water pouches from V V Nagar and dispatched to Morbi.

PMS SPEECH ON THE INAUGURATION OF THE ENNORE PORT
Following is the text of the speech delivered by the Prime Minister Shri Atal Bihari Vajpayee during the inauguration of the Ennore Port and its dedication to the nation, at Chennai, today.
"It gives me great pleasure to be here with you on the auspicious occasion of the inauguration of Ennore Port and its dedication to the Nation. This is yet another proud landmark in the development of port infrastructure in the country. It is also an important milestone in the march of India and Tamil Nadu along the path of rapid socio-economic progress.
India is a land of enviable natural resources, which are as rich as they are diverse. We have fertile land that is irrigated by numerous rivers, big and small. We have mountain ranges of different kinds, including the Himalayas to which we are indebted in so many ways. We also have a long coastline of about 5,600 kms. As many as ten of our States are coastal States, located on the shores of two seas and an ocean. These form the natural boundaries of India on three sides, providing both beauty and benefit to our country.
One of these benefits has been Indias valuable experience in maritime activity since ancient times. Ancient India was a major trading nation in the world, and trade through the sea route was well developed. In Silappadhikaram and other works of ancient Tamil literature, there are glowing references to rich ports at Korkai, Overi and Poompukar. Our ancestors were famous for the science of ship-building and port construction. Seafaring was a respected and rewarding occupation. I am told that there is a saying in Tamil:
Thirai kadal odiyum draviyam thedu
It means "Earn wealth even by crossing the seas".
The bar, in some parts of the country, on not crossing the sea was obviously a later aberration due to historical reasons. In the West, our people sailed to the Persian Gulf, Arabia, Egypt and beyond. In the East, our ancestors sailed to Cambodia, Java, Sumatra, Southern China and the Malaysian Peninsula. They promoted commerce. They also promoted Indian Culture. The golden period of seafaring belonged to the Chola kings, who spread the fame of Tamil language, art and culture far and wide. During my recent visit to Vietnam, I was happy to know about the magnificent Cham temples built by Tamilians in the medieval period.
Of course, who cannot remember the great Tamil patriot and revolutionary, VOC, on this occasion? V.O. Chidambaram Pillai thought that the best way to serve the cause of Swaraj and Swadeshi was to revive the native shipping industry, which the colonial rulers had deliberately victimised.
Friends, I briefly delved into Indias seafaring history just to emphasise the point that, what we are doing today has strong and deep roots in our glorious past. We derive inspiration from our past, and resolve to build a future brighter and more beneficial than the past. Our goal is to make India a major manufacturing and trading power in the world.
I cannot help express considerable satisfaction at Indias performance in port development after Independence. The inauguration of Ennore Port today is yet another big step in the direction of constant and accelerated expansion of Indias port infrastructure.
I heartily congratulate the Ministry of shipping, Chennai Port Trust, the Tamil Nadu Electricity Board and all others associated with the Ennore Port project. They have built a port that we all can be proud of.
I am told that it provides modern and environmentally safe facilities for handling 16 million tonnes of thermal coal required for power stations of the Tamil Nadu Electricity Board. Thus, it will go a long way in the generation of additional power for the kisans, industrial and business units and households in this and the neighbouring States. It will also catalyse the growth in employment opportunities.
The commissioning of Ennore Port is also of significance to Orissa, since it is a part of the transportation chain for Talchar coal, via the port at Paradip. I must point out that the close ties between the two coastal States, Tamil Nadu and Orissa, are rooted in their shared history. In the Ajanta Caves, there is a painting of a huge ship carrying a marriage party of a Kalinga prince, who married the daughter of a Pandya king, to Sri Lanka.
Our Government places a lot of emphasis on the speedy development of Indias infrastructure, including the port sector. Major ports built at strategic locations have played a key role in increasing Indias trade. With the industrialisation of our country, the demand has arisen for more and better ports. We see ports as a vital interface between ocean going trade and the developmental needs of the hinterland. Strengthening and modernising this interface is crucial for sustaining Indias burgeoning trade and the rising expectations of our people.
However, it is obvious that the traditional method of mobilising governmental resources for infrastructure development cannot meet the needs of our time. Not long ago it was assumed that the entire responsibility for infrastructure development would be exclusively that of the Government. This idea is now changing. The old dividing line between the public sector and private sector is not entirely relevant now, since the two intermesh with each other in many ways.
What India needs is a strategy of partnership, which puts all the available financial and human resources to optimal use in the service of the nation. On our part we are keen to involve private entrepreneurs in the great adventure of modernising Indias infrastructure.
Friends, Ennore Port is a good illustration of the benefits of economic reforms. I am happy about its unique distinction that it is Indias first corporatised port. This is a part of our conscious policy to create a new type of investment framework and management structure for infrastructure development. We have followed this policy in airports, telecom, power, railways, and highway development. It enables us to tap market resources, create tie-ups with the private sector and ensure more effective management.
I am particularly enthused by the fact that, in the last few years, not less than Rs.2000 crores have flowed into the port sector from non-budgetary sources. Even at Ennore, I understand that private investment of about Rs.4,000 crores will be tapped for its future expansion.
Thus, the fruits of economic reforms are now becoming increasingly visible. India is one of the fastest growing economies in the world. We are determined to further accelerate the growth rate and take it to 9 per cent and more on a sustainable basis. That alone will enable us to make a quick and perceptible dent in poverty and unemployment, and raise the living standards of all the one billion citizens of India. We are committed to achieve not only faster growth, but such growth as will remove regional and social imbalances.
I am convinced that India has both the potential and the resources to emerge as an economic powerhouse in the early part of the twenty-first century a strong, prosperous, and self reliant nation, completely free of all vestiges of poverty and under-development. Nobody can stop India from achieving this goal if can speed up united, coordinated and determined action in all areas of development.
In this context, I am happy to note that the Government at the Centre and the Government of Tamil Nadu have been working in perfect tandem for the progress of the State and the country. The relationship between the Centre and all the States, irrespective of which party is ruling in which State, has been more harmonious now that at any time in the recent past. This is because we believe in true democratic functioning, and we respect regional aspirations.
As I have stated often before, the Dravidian movement has contributed greatly to a new awakening about social justice, democratic federalism, and Indias unity in diversity. I fondly recall my close and friendly association with the late Anna Durai.
Tamil Nadu, under the able and experienced leadership of Kalaignar Dr. Karunanidhi, is fast realising the vision of Anna. It has been making rapid progress on many fronts both social and economic. We want to work together to take this process forward.
I know that Sethu Samudram has been a longstanding demand of the people of Tamil Nadu. It will be a big boon to the all-round development of this region, and also to Indias port sector and international trade. Its early completion is a promise made by the National Democratic Alliance. I wish to assure the people of Tamil Nadu that this promise will be kept. The government will also speedily revive Kolechal Port, which is another longstanding demand of the people of the State.
Before I conclude, I wish to appreciate and applaud the generous contribution by the people and the Government of Tamil Nadu for the benefit of our sisters and brothers in Gujarat affected by the worst earthquake in recent Indian history. In times of crisis be due to internal or external causes all Indians become one. We witnessed this inspiring show of national solidarity at the time of Kargil. We are seeing it again now. Relief, rehabilitation and reconstruction in Kutch and other affected parts of Gujarat is our common responsibility. We shall fulfill it creditably.
With these words, I proudly dedicate Ennore Port to the Nation.

N. K. BORAH TAKES OVER AS CMD OF HINDUSTAN FERTILIZER CORPORATION LIMITED
Shri N. K. Borah took over as Chairman and Managing Director of Hindustan Fertilizer Corporation Limited (HFCL) here today. He succeeded Shri J. L. Nehru who relinquished office on superannuation. Associated with the Fertilizer Industry all through his career, Shri Borah had been working as Executive Director of Hindustan Fertilizer Corporations largest operating unit at Namrup in the State of Assam, prior to taking over as Chairman & Managing Director of the Organisation.

EARTHQUAKE AID-PROVISIONS OF FOREIGN CONTRIBUTION (REGULATION) ACT, 1976 RELAXED
In order to facilitate the immediate acceptance of foreign assistance in cash and kind by various agencies working in the State of Gujarat and in other parts of the country for providing relief to the Gujarat earthquake victims, the Central Government has exempted, with immediate effect and upto 31st March 2001, all associations (other than a political party) having a definite cultural, economic, educational, religious or social programme, from (the provisions of section 6(1A) of the Foreign Contribution (Regulation) Act, 1976 to accept foreign contribution, in cash and kind, without obtaining a formal approval of the Central Government, subject to the following conditions:
i) |
Each such association would open a new bank account for this purpose; |
ii) |
The said account would be designated as the Gujarat Earthquake Relief Account; |
iii) |
The association would receive foreign contribution only in the said designated bank account; |
iv) |
The association would maintain a separate set of accounts and records in respect of the foreign contribution received in the said designated bank account. |
v) |
The association would submit its particulars in Form FC-IA to the Foreigners Division of the Ministry of Home Affairs within one week of the opening of the said designated bank account; |
vi) |
The association would make an intimation regarding receipt of foreign contribution in form FC-3 and in form FC-6 in respect of articles, duly certified by a Chartered Accountant, within 4 months of the closure of the year to the Foreigners Division of the Ministry of Home Affairs in the manner prescribed in the Foreign Contribution (Regulation) Rules, 1976. |
Earlier, in the press release dated 29th January 2001, voluntary organisatins already registered under the Foreign Conbtribution (Regulation) Act, 1976 were permitted, as a special case, to receive foreign, contribution in cash and kind for assisting the victims of the earthquake, irrespective of the fact that their aims and objects provide for such as activity or not, under intimation to this Ministry.
Similarly, Voluntary Organisations in receipt of permission to accept foreign contribution for a specific project were also permitted, as a special case, to use the foreign contribution for assisting the victims of the earthquake, under intimation to this Ministry.
