PRIME MINISTER TO DEDICATE ENNORE PORT TO NATION ON FEBRUARY 1, 2001

    The Prime Minister, Shri Atal Bihari Vajpayee will dedicate to the nation Ennore Port on February 1, 2001 at Chennai at an inaugural function to be presided over by the Chief Minister of Tamil Nadu, Shri M. Karunanidhi, in the august presence of the State Governor, Ms. Justice M. Fathima Beevi, Union Minister of Law, Justice and Company Affairs and Shipping, Shri Arun Jaitley and Minister of State for Shipping, Shri Hukumdeo Narayan Yadav and guests of honour Union Minister of Commerce and Industry, Shri Murasoli Maran and Union Minister of Environment and Forests Shri T. R. Baalu, among other dignitaries.

    The Ennore Port, conceived in 1993 as a measure of removal of constraints of physical expansion of the Chennai Port, will have initial capacity of 16 million tonnes of traffic. The Port is meant primarily to handle thermal coal, chemicals, Liquified Natural Gas (LNG) and petroleum products. It has been set up close to the Tamil Nadu Electricity Board (TNEB) thermal power stations and the petro-chemical park being developed by the Tamil Nadu Industrial and Investment Corporation. The project has been accomplished at a cost of Rs. 1058 crores and will have a draft of 15 metres.

    The Port will be protected by Northern and Southern breakwaters and will have wharf that can accommodate two 77000 DWT coal carriers.

    Necessary navigational aids have been installed in the channel, which has dredged to 15.5 metres below chart datum. The Port has three tugs and two pilot launches as well as other facilities like office buildings and roads.

    The belt conveyors for transportation of coal as well as the shore unloaders have been provided by the TNEB for whom this wharf will be captive.

    The Ennore Port is the first major port to be corporatised and will not function under the Major Port Trusts Act, 1963. The Port will be a landlord port and will not engage itself in cargo handling.

    The Ennore Port is expected to meet the energy demands of the State of Tamil Nadu and the Region both in thermal coal and other inputs like LNG and petroleum products.

    The second phase of its expansion , estimated to cost Rs. 4000 crores , mostly from private sources , will include construction of three more coal berths, one LNG terminal, two petroleum oil and lubricant berths and a chemical berth. The second phase expansion will be completed by March 2004.

DCA ORDERS PROSECUTION OF A CHENNAI BASED FINANCIAL COMPANY

    The Department of Company Affairs (DCA) has ordered prosecution of M/s. Munoth Investment Ltd. , Chennai and its directors/ officers in default for violation of the provisions of Section 224 (8) (b) of the Companies Act, 1956 for having not fixed remuneration of the auditors of the company by the Board of Directors as authorised by the members and shareholders.

    The prosecution follows the inspection of the company conducted by the DCA officials.

MARAN CLEARS 13 FDI PROPOSALS WORTH Rs.219 CRORE

    Shri Murasoli Maran, Union Minister of Commerce & Industry, has cleared 13 foreign direct investment (FDI) proposals involving FDI worth Rs.219.00 crore. The proposals cover various sectors including manufacture and sale of pharmaceuticals and basic drugs including anti cancer drug formulations, information technology & software solutions, ISP related services, telecom services, environmental services and NBFC activities. The list of proposals cleared by Shri Maran is given below. Earlier, the Foreign Investment Promotion Board had submitted its recommendations for the Minister's clearance.

CONTRIBUTE ONE DAY SALARY, RUSH ALL ASSISTANCE TO GUJARAT- PATWA

    The Mines Minister Shri Sundarlal Patwa, immediately after the earthquake, asked all the officials of the Ministry, subordinate organisations and the PSUs to contribute one day’s salary to the PM’s Relief Fund for the quake victims of Gujarat. He has also asked the PSUs to rush all kinds of help to the earthquake affected areas to accelerate rescue and relief work.

    The Hindustan Zinc Ltd;, Rajastan, on January 27, 2001 despatched tents and mattresses and JCB loaders. Next two days it has also send 20,000 food packets; 1000 blankets, 50,000 chlorine tablets, match boxes, candles, alum, toothpaste and milk packets. It has sent a crane of 8 tonne capacity for rescue operation. Other PSUs and HZL are planning to rush more help to Gujarat for the quake victims.

PM’S STATEMENT ON EARTHQUAKE AT AHMEDABAD

    The following is the text of the statement of the Prime Minister, Shri Atal Bihari Vajpayee, expressing sympathy in the wake of the earthquake at Ahmedabad yesterday:

    "I came to Gujarat today to express my sympathy and solidarity with my sisters and brothers here in the wake of the devastating earthquake that rocked many parts of the State on January 26. This is one of the worst natural calamities in India and the world. The entire nation shares the grief of the people of Gujarat in this hour of suffering, shock, and loss on a catastrophic scale.

    Today I visited Bhuj and did an aerial survey of some of the areas worst affected by the earthquake. I also visited some parts of Ahmedabad that bore the brunt of the quake. I have never seen a natural disaster of such fury.

    Mother Nature’s ways are inscrutable. But it is up to man to overcome the stiffest of challenges with determination and a collective spirit. I have come to echo the sentiment of all the one billion plus Indians that we shall overcome the stupendous challenge of relief, rehabilitation and reconstruction in Gujarat, just as we have collectively triumphed against countless odds in the past.

    I have constituted an Empowered Group of Ministers to constantly monitor the situation in Gujarat and take speedy steps for proper mobilisation and coordination of relief and rehabilitation activities. The Group will be headed by the Home Minister, Shri L.K. Advani, and include the Ministers of Defence, Finance, Food, Health, Urban Development and Housing, Agriculture, Textile, Telecom, Power and the Deputy Chairman, Planning Commission. This would be in addition to the Crisis Management Group under the Cabinet Secretary, which has been meeting on daily basis.

    I have asked the Government of Gujarat to set up a separate Earthquake Rehabilitation and Reconstruction Fund, which mobilise contributions and donations from India and abroad.

    I wish to assure the people of Gujarat that neither funds nor any other kind of assistance will be a constraint in accomplishing speediest possible rehabilitation and reconstruction in the State.

    The Government of India has approached the World Bank and the Asian Development for a soft loan of $ 1.5 billion (about Rs.6,500 crore). Given the magnitude and complexity of the task of rehabilitation and reconstruction, we have decided to remove restrictions on acceptance of foreign technology and assistance. The Finance resources to meet this calamity, including relaxation of the cap on the State Government’s Ways and Means account with the RBI. In addition to these measures, we will provide additional assistance of Rs. 500 crore from the Calamity Relief Fund. I am also earmarking another Rs. 20 crore from the Prime Minister’s National Relief Fund to further augment the availability of finances. Governments of other States, too, have come forward with assistance of many kinds.

    The people of Kutch and other parts of the Gujarat are renowned for their industriousness. They are also known for their qualities of mutual help in time of adversity. I am confident that the large community of Gujaratis living in other States of India, as also those who are living in different parts of the world, will launch many philanthropic initiatives.

    It is heartening that countless voluntary organisations have activated relief and rehabilitation efforts in the State. Many international aid organisations have also rushed relief materials and medical personnel to Gujarat. I thank all of them for their humanitarian gesture. It will our endeavour to effect prefect coordination among all the activities of the Central Government, Gujarat Government, NGOs and ordinary citizens, so that available human, financial and material resources are used in the most effective manner.

    Tragic though the earthquake has been, it is also an opportunity for renovation and reconstruction. Every such natural disaster is a challenge for us to show our capability to ensure that life after the calamity is better than life before. Today we take a pledge that Gujarat and India shall rise to the occasion".

SHRI PRAMOD MAHAJAN INITIATES MOVE TO DISPERSE ENTIRE AMOUNT OF RS. 2 CRORES FOR EACH MP UNDER MPLAD SCHEME FOR GUJARAT RELIEF WORK

INITIATIVE MAY GENERATE RS. 500 CRORES FROM RAJYA SABHA MEMBERS ALONE

    To further strengthen relief operations for earthquake victims in Gujarat, Union Minister for Information Technology and Parliamentary Affairs, Shri Pramod Mahajan has suggested a change to the guidelines governing the dispersal of funds under the MPLAD (Member of Parliament Local Area Development Scheme). The suggestion would enable Members of Parliament to allocate the entire amount of Rs. 2 Crores available under the Scheme for each MP. Under the present guidelines, (Para 1.3) MPs can recommend an amount not exceeding Rs. 10 lakhs per annum outside the State/Constituency for rehabilitation measures in the event of natural calamity of rare severity in any part of the country. The initiative can lead to the possibility of generating Rs. 500 crores from the Members of the Rajya Sabha alone. It also provides the Lok Sabha Members the opportunity to disperse their available share under the given scheme for facilitating relief work in the State of Gujarat.

    Shri Mahajan conveyed these suggestions in a letter written to Smt. Najma Heptulla, Chairperson, Committee on MPLADS ( Rajya Sabha). In the same letter the Minister has committed to contribute his entire MPLADS Fund for the year 2000-2001 to the tune of Rs.Two crores to the State Government of Gujarat once the change comes into effect. The Minister has also written to Shri B.B. Ramaiah, Chairman, Committee on MPLADS, Lok Sabha to convey the same.

SHRI PONNUSWAMY CONTRIBUTES ONE MONTH's SALARY TO PRIME MINISTER's RELIEF FUND FOR GUJARAT RELIEF WORK

MINISTER TO CONTRIBUTE RS.10 LAKHS FROM MPLAD SCHEME

   In a major initiative to support and strengthen the relief operations for earth quake affected victims of Gujarat, the Union Minister of State for Petroleum & Natural Gas, Shri E. Ponnuswamy, has undertaken measures to facilitate relief work in the State of Gujarat.

    The Minister has decided to contribute his one month's salary to the Prime Minister's Relief Fund for the benefit of the victims of the recent earth quake in Gujarat. The Minister has also decided to allocate an amount of Rs. 10 lakh from his MPLAD Scheme fund for the year 2000-2001 to help the relief operations in the State. The Minister has requested the concerned authorities to facilitate the early transfer of funds for relief measures.

    As announced earlier the oil sector PSUs are contributing an amount of Rs. 40 crore to the Prime Minister's Relief Fund for Gujarat earth quake. The Government has allocated an additional quantity of 4.5 crore litres (45,000 KLs) of kerosene.

SHRI SHANMUGAM CALLS FOR MAXIMUM SAFETY IN COAL MINES

   Shri N.T. Shanmugam, Minister of State (Independent Charge) for Coal has appealed to Coal Companies in both the public and private sectors to formulate a strategy for a breakthrough leading to Zero Accident Potential. He said that every major incident /accident must be properly and thoroughly enquired into to find out the root cause. Punitive and preventive action should be sincerely taken. The Minister was addressing the 22nd Meeting of Standing Committee on Safety in Coal Mines here today. Mine Safety should be regarded as a part of production process and Safety Audit should be regularly done alongwith drawing up a separate Safety Budget in each company. The Minister said Internal Safety Organisation should be strengthened and empowered and thrust be given on training of workers and quality of trainers and improving Training Centres.

    The Minister said workers' involvement and participation should be meaningful while the management should be sincere in examining and implementing the workers' suggestions. Contract workers should also be trained on the job before deployment. Management development programmes should be taken up in each company for development of junior officers and supervisors and thrust given on Safety Drives as well as publicity and propaganda to increase Safety Awareness. Maintenance Management of equipment should be improved, the Minister said, as a number of accidents take place due to equipment failure. Safety Incentive Schemes should be introduced and thrust be given on quality of inspection by officers and supervisory staff.

    Shri Shanmugam said that the timing of the Meetings have now been rationalised and Safety Status would now be reviewed on six monthly and annual basis. Accordingly, the Meetings will be held in January and July every year.

NEYVELI LIGNITE CORPORATION POSTS GOOD PROFIT

    The Neyveli Lignite Corporation has shown 132 percent growth in profit during the third quarter over that of corresponding period last year. During the current year, the third quarter has recorded a profit of Rs.148.84 crore against Rs.64.04 crore posted last year. The profitability for the period from April to December 2000 stands at Rs.460.75 crore as against Rs.269.46 crore during the corresponding period last year i.e., a growth of 71 percent.

    The total overburden quantity removed at 27.64 Million M during third quarter is the highest for any quarter since inception. During the first nine months of the current year 2000-2001, Lignite production was 12.75 million tonnes against 12.67 million tonnes last year registering a growth of 0.63 percent. Power generation was 10.59 Billion Units against 9.70 Billion Units during the corresponding period last year registering a growth of 9.1 percent.

    The system commissioning of Mine - I Expansion was completed in August 2000 one month ahead of the schedule.

DoT AND TELECOM INDUSTRY COLLABORATE TO PROVIDE COMMUNICATION LINKS IN GUJARAT

TELECOM PERSONNEL WORKING ROUND THE CLOCK TO RESTORE COMMUNICATION FACILITIES

    The Department of Telecommunications and the Telecom Industry are working in tandem to restore, rectify and provide telecommunication links to the people of earthquake hit regions of Gujarat. The Chairman, Telecom Commission, Shri Shyamal Ghosh convened a special meeting of Telecom Industry representatives late last evening to work out a detailed plan of collaboration between the Private Telecom Companies and Bharat Sanchar Nigam Limited and the State Government of Gujarat to provide communication links to the people. The industry representatives responded generously to help the victims of the earthquake by providing their expertise and equipment which includes setting up of mini telephone exchanges, public call offices, satellite phones, mobile hand sets, pager facilities, free internet access and special web sites with helpline facilities.

    DoT is already coordinating massive operations to restore telecommunication links in the quake affected areas of the State. 22 satellite phone terminals have been deployed to enable the people to make free calls and also monitor the status of telecommunication facilities in the State. People are also being allowed to make free calls from the Public Call Offices provided by BSNL at Bhuj and Gandhidham. The number of calls being made is over 5000 per day. The optical fibre system which was dislocated has been restored connecting Bhuj, Bhachau, Gandhidham and Rajkot to the National Network. The telephone exchanges are being restored with C-DOT exchanges of smaller capacities. The telecom personnel are working round the clock to provide transmission links to enable communication facilities and are trying to reach the rural areas for restoration and rectification work.

    The cellular operators in Gujarat, Birla AT&T Communication Ltd. and Fascel have provided special helpline numbers to the people of Gujarat to send short messages from the State to any mobile subscriber in the country through their mobile network. The helpline number of Birla AT&T is 9824012345 and that of Fascel is 9825098250. The paging operators have provided unique nationwide number – 9622030040 for providing details regarding relief measures.

GOVERNMENT TO GIVE HIGHEST PRIORITY TO ELIMINATION OF LEPROSY -PRIME MINISTER

DR. THAKUR INAUGURATES THE FIRST MEETING OF THE GLOBAL ALLIANCE FOR ELIMINATION OF LEPROSY

    The Prime Minister, Shri Atal Bihari Vajpayee, has called upon all countries still affected by leprosy to pledge to attain the target of elimination of the disease in the next five years. He said that the Government would give the highest priority to the elimination of the disease in India. In a message to the first meeting of the Global Alliance for Elimination of Leprosy (GAEL) here today, the Prime Minister said:

    " I am very happy to learn that the First Meeting of the Global Alliance for Elimination of Leprosy is being held on January 30,2001 in New Delhi. Holding of the meeting on the "Martyrs Day" is very appropriate. We feel proud to have the first meeting of the Alliance in India.

    Humankind has made tremendous scientific progress in the century gone by and created miracles of treatment and cure which has seen the end of many diseases afflicting humanity over the ages. However, inspite of the availability of an easy treatment for many years now, we have been unable so far to eliminate from our midst the oldest scourge of humankind i.e. Leprosy. Most of the burden of the disease and the onus of elimination rests with all endemic member countries still affected by Leprosy. Therefore, as we enter the new millennium, it is only befitting that a Global Alliance has been formed to join hands, raise resources and strengthen efforts to eliminate this disease. We must all pledge that we will attain the target of elimination in the next five years as set by WHO. Since India's size and population makes it bear a disproportionate percentage of the global burden, I assure you on my behalf, and on behalf of the high endemic states present in this meeting, that we will give the highest priority to elimination of this disease in India.

    I wish your deliberations at this first meeting of the Global Alliance all success".

    The message was read out by the Minister of State for Health and Family Welfare, Shri A.Raja.

    Inaugurating the meeting, the Minister for Health and Family Welfare, Dr. C.P.Thakur, said that leprosy was a serious problem and needed intensified efforts. The Minister expressed his gratitude towards World Health Organisation for taking initiative to get this Global Alliance formed for the common goal of intensification.

    The Minister further pointed out that the gigantic task ahead for this Global Alliance was to cure all the remaining leprosy cases in the world by the year 2005. He said that it could be achieved through priority actions like situation analyses, adapting the strategy to field reality, developing detailed plans of action with clear time frames, improving Multi Drug Therapy (MDT) distribution system, ensuring awareness among people, efficient data collection and analysis system and providing requisite managerial, technical and logistical support to health services.

    The Minister recognised that India carried about 61 percent of the global burden of leprosy cases. 'But in the last few years we have made significant progress and we want to carry this momentum forward', he added.

    The Secretary, Department of Health, Shri Javed Chowdhury said that elimination of leprosy was a major health objective in the country's march towards social emancipation.

    Dr. Uton Muchtar Rafei, WHO Regional Director for South East Asia reminded that leprosy elimination by the year 2005 was possible only through vigorous efforts especially by high endemic countries like India, Myanmar and Nepal.

    Speaking on the occasion, Mr. Yohei Sasakawa, President of the Nippon Foundation, partners in this Global Alliance, welcomed its determination to eliminate leprosy by the year 2005 and agreed to provide all the assistance for achieving this target.

    The two-day GAEL meeting is the first since the constitution of the Alliance in November, 1999. GAEL was created to make a concerted and coordinated effort to eliminate leprosy as a public health problem by the year 2005. It provides a high level political forum which will actively advocate for elimination of leprosy. It will ensure sustained political commitment to leprosy elimination, particularly in key endemic countries, and monitor progress towards elimination. It would also seek to mobilise resources for implementation of elimination activities and to bring in new partners to join elimination efforts.

    The objective of the meeting, being chaired by India, are to review the global situation and current progress, particularly the remaining challenges in each of the major endemic countries; to decide on joint strategies and activities for implementation this year; to enhance political commitment for elimination and to support initiative for mobilizing additional resources.

    Smt. Pratima Prasad, President, Ladies Welfare Association of National Hydroelectric Power Corporation Ltd. (NHPC) presented a cheque of Rs. Two Lakh One here for the earthquake victims of Gujarat to Minister of State for Power, Smt. Jayawanti Mehta towards the Prime Minister’s National Relief Fund.

    The NHPC Ladies Welfare Association is engaged in the welfare activities of down trodden people by giving financial aid to them in the far-flung areas of the country.

DR. HEPTULLA DONATES RS. ONE CRORE FOR GUJARAT EARTHQUAKE RELIEF: ASKS MPs TO CONTRIBUTE

    Dr. Najma Heptulla, Deputy Chairperson of Rajya Sabha and the Chairperson of the Rajya Sabha Committee on MPs Local Area Development Scheme, has donated Rs. One crore out of her annual MP Local Area Development Fund for the relief work in earthquake hit areas of Gujarat. She has also written to Members of Parliament to make similar contributions to overcome the effects of this huge calamity. Dr. Manmohan Singh and other members have agreed to contribute substantially.

    The existing guidelines for the MP Local Area Funds restrict MPs to allocate the fund only in their respective constituencies. Dr. Heptulla has written to the Government to suitably amend these guidelines to facilitate such donations by MPs in view of this grave calamity.

GAEL MEETING ADOPTS "DELHI DECLARATION"

    The first meeting of GAEL (Global Alliance for Elimination of Leprosy) being held here on January 30-31, 2001 has adopted the "Delhi Declaration". The Declaration recommends that the Alliance members collaborate in order to eliminate leprosy as a public health problem from every country by the year 2005. It acknowledges that despite significant progress, the diagnosis and treatment of leprosy in many endemic countries remains "unacceptably low". It expressed concern that other more pressing public health priorities may push some authorities to ignore leprosy and lose this window of opportunity. The Declaration supports the final push strategy to eliminate leprosy in all endemic countries and emphasis the need to involve the general health services to provide leprosy services.

    It urges all concerned to ensure uninterrupted availability of free multi-drug therapy, MDT, at all health centres; to dispel the negative image of leprosy and to improve community awareness of the availability of the treatment.

    The following is the text of the Declaration:

    "We, the participants of the First Meeting of the Global Alliance for the Elimination of Leprosy, convened at the initiative of the World Health Organization (WHO) in New Delhi, India, from 30-31 January 2001, under the chairmanship of the Union Minister of Health India:

    RECALL that significant impetus was given to leprosy elimination efforts with the 1991 World Health Assembly Resolution (WHA44.9) to eliminate the disease as a public health problem by the year 2000, elimination being defined as a prevalence rate below one case per 10 000 population. In order to make a "Final push" to detect and cure all the remaining leprosy cases in the world and thereby eliminate leprosy from every country by me year 2005, a Global Alliance for the Elimination of Leprosy was created in November 1999.

    RECOGNIZE that Multidrug therapy (MDT) is highly effective in curing leprosy, interrupting its transmission and is available free of charge for all patients. The key to eliminate the disease is to detect all persons suffering from leprosy and curing them with MDT.

    ACKNOWLEDGE that despite the significant progress made so far, the geographical coverage of leprosy diagnosis and treatment in many endemic countries remains unacceptably low and that significant fear and prejudice still surrounds the disease and those who suffer from it.

    EXPRESS CONCERN that in the light of other more pressing public health priorities some authorities may ignore leprosy and thereby lose this unique window of opportunity to finally consign leprosy to the history books.

    ENDORSE the Final Push strategy to eliminate leprosy in all endemic countries and emphasize the need to provide leprosy services to all communities through the existing general health services.

    URGE all concerned:

    RECOMMEND that the members of the Global Alliance for the Elimination of Leprosy collaborate in the true spirit of partnership in order to eliminate leprosy as a public health problem from every country by the year 2005."

    Fourteen personnel of the Railway Protection Force and the Railway Protection Special Force have been honoured with the President’s Police Medal on the Republic Day this year.

POWER MINISTER HOLDS MEETING WITH GUJARAT COUNTERPART

ACTION PLAN FOR RESTORATION OF POWER IN EARTHQUAKE AFFECTED AREAS DRAWN-UP

    The Minister for Power Shri Suresh Prabhu held a detailed meeting with the Gujarat Minister for Energy, Shri Kaushikbhai Patel in Ahmedabad today in which a detailed action plan was drawn-up for short term and long term measures for restoration of power and assistance to be provided by the Government of India and its Public Sector Undertakings (PSUs) to the earthquake affected state. The Power Minister also met the Gujarat Chief Minister, Shri Keshubhai Patel.

    It was decided at the meeting that the remaining towns and centres would be identified by the Gujrat Electricity Board (GEB) to which power supply for essential services would be provided by the evening of January 31st by utilising 14 DG sets made available by the National Thermal Power Corporation (NTPC) and Power Grid Coroporation (PGCIL). DG Sets would also be mobilised by GEB itself. As of today, power supply has been partially restored at Bhuj and Anjar.

    The restoration of Grid sub stations (220 KV and 132 KV) have been entrusted to PGCIL and NTPC. PGCIL and NTPC will make an assessment of the equipment required to be provided and make necessary arrangement to transport them to the sub-stations. Three 220 KV sub-stations are located in Anjar, Nanikhakhar and Nakhatrana. One 132 KV sub-station is located at Samakhiyali. In addtion, PGCIL and NTPC have undertaken the responsibility of restoring six 66 KV sub-stations located at Anjar taluka. PGCIL and NTPC will take up the supply of equipment required for the sub-stations and also get the civil works executed through their own contractors without calling for tenders. The contractors will be required to complete the civil works free of cost and also undertake the installation of equipment which would be procured and supplied by PGCIL and NTPC. The cost of equipment will be borne by the PSUs of the Ministry of Power.

    Loans will be given for equipment required for restoration of other sub-stations, by the Rural Electrification Corporation and the Power Finance Corporation. The request of the Government of Gujarat for waiver of interest on the loan of Rs. 100 crore sanctioned by REC yesterday will be considered.

    The seismologically sound designs for civil construction will be provided to the Government of Gujarat after procuring them from the Government of Maharashtra.

    The District of Kutch will be adopted under the Accelerated Power Development Programme and the best class distribution districts created under the programme for sub-transmission, distribution and R&M.

    NTPC has agreed to provide a working capital facility of Rs. 60 crore by deferring part billing payments for February and March against issue of unsecured bonds of Rs. 60 crore.

    Shri Prabhu who has been camping in Gujarat visited the earthquake affected areas of Bhuj, Anjar and Ratnal along with officials of the PSUs and the Ministry and also had discussions with the engineers of GEB to co-ordinate the measured to be taken jointly.

  1. The earthquake that occurred on 26.01.2001 has caused severe devastation in Gujarat. The track on Viramgam – Gandhidham BG section, Navlakhi – Dahinsara BG section and Palanpur – Gandhidham MG section has suffered extensive damage. Communication has been disrupted on these sections. There have been damages to Railway station buildings (100), bridges(36),cabins(15) and staff quarters(350). Railways have launched relief operations on a war footing.

        The Shipping Corporation of India (SCI) will donate Rs. 5 crore to Gujarat Earthquake Relief Fund. This was decided by the Board of Directors of SCI at a meeting here today.

    COAST GUARD SHIPS AND AIRCRAFT PRESSED INTO SERVICE IN GUJARAT

        Coast Guard ships and aircraft have been pressed into service for relief and rescue operations in Gujarat. Coast Guard air units are flying round the clock to transport relief material and medicines and airlifting critically injured to the nearest medical facility. The Coast Guard ships with integral helicopter and medical teams are providing a floating hospital and medicine dispensing platform.

        Meanwhile, all functions related to Coast Guard Week celebrations on 1st February have been cancelled by the Director General Coast Guard in view of the eathquake tragedy in Gujarat.

    MADRAS REGIMENT BAGS BEST MARCHING CONTINGENT PRIZE

        Madras Regiment has been adjudged the best marching contingent from Services in the Republic Day Parade this year.

        Delhi Police contingent was the best among para military forces and other auxiliary contingents.

        The tableau, "Maru Mein Swar Lehri Ki Bahar" from Rajasthan has bagged the first prize, followed by Ministry of Railway’s tableau depicting Darjeeling Himalayan Railway, in the tableaux category. The Gujarat tableau showing Uttarardh Festival at Modhera Temple and the tableau "Sufi Tradition" from Jammu & Kashmir have jointly bagged the third prize.

        In the School Children items category, Chholia Dance from North Central Zone Cultural Centre, Allahabad, has bagged the first prize. The ‘Exuberance of youth’ presented by DAV Public School, Sector-7, Rohini, New Delhi and the Badhai dance presented by South Central Zone Cultural Centre, Nagpur, have bagged the second and the third prize respectively.

    COAST GUARD IN RESCUE AND RELIEF OPERATIONS

        Coast Guard has joined others in rescue and relief operations at war footing in the quake affected areas of Gujarat. The organisation has deployed two of its ships, four Dornier aircrafts and one helicopter for this assignment besides a number of Coast Guard personnel. Ship ‘Vijaya’ has been converted into a floating hospital at Kandla Port and has provided medical aid to a number of injured persons. It is also assisting port authorities in manning essential services and rendering services to civil authorities in rescue and supply of food provisions at Gandhidhram and Anjar. The ship ‘Veera’ which sailed from Mumbai yesterday with food and clothing is expected to reach Kandla Port day after tomorrow.

        Coast Guard personnel of their district Headquarters, Porbandar have set up relief camps at Bhuj and Anjar and have so far treated 250 cases of Suturing and have evacuated 50 persons from 12 nearby villages to Bhuj camp. The Dornier aircraft have been carrying out round the clock sorties from Mumbai to Bhuj from the very beginning. They have also airlifted 61 doctors to Bhuj and Kandla besides other relief materials. The Coast Guard has also installed one satellite communication terminal at Air Force Air Traffic Control, Bhuj. The organisation has also flying one helicopter from Mumbai to Kandala to assist the relief operations in the area.

        The Appointments Committee of the Cabinet has approved the appointment of Shri N.K. Singh, IAS(BH:64) as Officer on Special Duty in the Prime Minister’s Office on contract basis with effect from 1.2.2001, till further orders. Shri N.K. Singh would continue to enjoy the rank and pay of Secretary to the Government of India in this assignment.

The EGOM will be headed by the Home Minister Shri L.K.
