MEASURES FOR PREVENTION OF LEAKAGES OF REVENUES IN RAILWAYS


Indian Railways have identified traffic undercharges, scrap disposal and fraudulent payment to staff as thrust areas for intensive vigilance scrutiny to prevent leakages of revenue.

As a result of preventive measures, leakages to the tune of Rs. 52.5 crores have been detected during January—September, 2003.

Other vigilance measures to reduce corruption in railways include bridging the gap between demand and supply by augmentation of the capacity, intensifying checks at mass user contact points, watch on officials of doubtful integrity, system improvements and procedure amendments to improve transparency and reducing malpractices and investigation of complaints.

Besides, stringent exemplary action against the guilty of corruption, educating and training of senior officials in tenders, contracts and selections, rotational transfers of officials in sensitive seats, delegating more powers to field organizations for speedy decisions to avoid corruption and seeking public support not to succumb to malpractices and bringing such matters to the notice of Vigilance Organization are some other measures.

Some other steps are transparency and accountability in administration, quick finalization of proceedings under Discipline and Appeal Rules, publication of important case histories, Do’s and Don’ts in various areas, articles, statistical data to sensitize railway officials.
