INITIATIVES
TAKEN BY THE MINISTRY FOR THE NORTH EASTERN REGION
A DEPARTMENT OF SECONDARY & HIGHER
EDUCATION
- With the adoption of the National Common Minimum
Programme (NCMP), several new initiatives have been taken by the
UPA Government since its assumption of office. The NCMP seeks to
translate the broad vision under the National Policy of Education.
One of the commitments under the NCMP is that all North Eastern
States will be given special attention to upgrade and expand infrastructure.
- To oversee efforts under the NCMP, the MHRD
has constituted a high-level
committee for attending to the problems relating to education and
women and child development in the North East. The committee is
chaired by the Minister for HRD and has the Chief Ministers,
Education Ministers and
Social Welfare Ministers of the NE States, as its members.
Following
major initiatives have been taken by the Ministry of HRD for the
North Eastern Region during last one year :-
SECONDARY EDUCATION
- Kendriya Viddyalayas (KVs) and Jawahar Navodaya Vidyalayas (JNVs):
The Central
Government’s major interventions in secondary education are through
the setting up of the Kendriya Vidyalayas
and the Jawahar Navodaya Vidyalayas.
There are
at present 933 KVs which are pace-setting institutions offering
quality education at affordable rates. The scheme of JNVs envisages
residential schooling in each district.

The Central
Advisory Board of Education (CABE) constituted several sub-committees
to go into various issues of secondary education. These Committees
gave their reports which were adopted by the
CABE in July, 2005. Based on the recommendations of the CABE,
the following steps are being taken by the Government:-
a) For
universalizing secondary education the Government has prepared a
Concept Paper based on which additional allocation for the last
year of 10th Plan and for a scheme in the 11th
Plan being sought from the Planning Commission.
b) The
National Curriculum Framework 2005 has been finalized and this is
going to be recommended to the various Boards of Secondary Education.
Based on this syllabus, text books for school education will be
made available.
c) There
were criticisms of distortions in history text books etc. The text
books have been reviewed and necessary changes are being made for
use from the next academic session.
HIGHER EDUCATION
Strengthening existing Institutions:
To ensure autonomy universities are now not required to seek
approval of Central or State Governments for signing MoUs with foreign
institutions for collaboration in research. The restriction of receipt
of funding through Bharat Shiksha Kosh has been done away with.
The draft Model University Act circulated by UGC in 2003 has now
been withdrawn.
The UGC, AICTE, The Pharmacy Council,
NCTE, which are statutory bodies, have been directed to bring about
transparency in their functioning and, their decisions. These bodies
are now required to put these information on their websites in the
public domain.
The Preliminary Examination of JEE
for the seven IITs, which are used as screening mechanism, has been
done away with and, performance in the Senior Secondary Examination
(60%) has been made the screening criterion to appear in the JEE.
This will increase the access to the JEE for a large number of students
mainly from the rural areas, from the smaller town and cities for
whom private coaching was out of reach. This will lead to value
addition to school education are various State Board of Examinations.
Presently there are two Central Universities
in Assam, and one each in Nagaland, Mizoram and Meghalaya, NERIST
in Arunachal Pradesh & IIT at Guwahati.
Action has been initiated for converting
the existing State Universities
in Arunachal Pradesh and Tripura into Central Universities and establishing
a Central University in the State of
Sikkim.
- Conversion of Manipur University into a Central University:
The Manipur University Bill, 2005
aimed at conversion of Manipur University into a Central University,
alongwith the Manipur Institute of Technology as its constituent
College, could not be got passed in the Monsoon Session of
Parliament. A proposal for promulgation of an Ordinance for
immediate conversion of Manipur
University into a Central University was approved by the Union Cabinet
and accordingly the Ordinance has since been promulgated by the
President of India on 13.10.2005.
- Setting up of a Central University in Sikkim:
The Ministry has since decided, in principle, for setting up
of a Central University in Sikkim. A Bill is proposed to be introduced
in the ensuing Winter Session of Parliament for establishment of
new Central University in Sikkim to be funded through the UGC like
other Central Universities. A draft Cabinet Note on the subject
is under finalisation.
The funding of Sikkim University
which is estimated to be Rs.55.00 crores (Non-recurring) and Rs.32.60
crores (recurring) for the years 2006-07 to 2008-09 is yet to be
tied up.
- Upgradation of
Rajiv Gandhi University, Arunachal Pradesh to a Central
University:
The Ministry has taken a decision, in principle, for conversion
of the Rajiv Gandhi University,
a State University in Arunachal Pradesh into a full-fledged Central
University. For this purpose, the Ministry has circulated a Draft
Cabinet Note for obtaining the views/comments of the Ministries/Deptts. concerned
and it hopes to introduce a Bill in the ensuing Winter Session
of the Parliament for establishment and incorporation of Rajiv Gandhi University
as a Central University. The University would be funded through
UGC like other Central Universities and the financial requirement
on this account is estimated to be Rs.105.32 crores (non-recurring)
spread over the remaining period of 10th Plan and the
11th Plan period and Rs.9.34 crores (recurring) per annum.
- Up gradation of
Tripura University to a Central University:
The Ministry has taken a decision, in principle, for conversion
of the Tripura University, a State University into a full-fledged
Central University. For this purpose, the Ministry has circulated
a Draft Cabinet Note for obtaining the views/comments of the Ministries/Deptts. concerned
and it hopes to introduce a Bill in the ensuing Winter Session
of the Parliament for establishment and incorporation of Tripura
University as a Central University. The University would be funded
through UGC like other Central Universities and the financial requirement
on this account is estimated to be Rs.38.27 crores (Non-recurring)
and Rs.9.82 crores per annum (Recurring).
- Establishing of 10 Rajiv Gandhi Chairs
in Contemporary Studies:
It has been
decided to establish 10 Rajiv Gandhi Chairs in Contemporary Studies
in Central and state Universities. These chairs will be on the themes
of: Panchayati Raj systems & Local Governance,
Women’s Empowerment, Impact of Technology on Society, Eco-systems
& Sustainable Development, Livelihood & Food Security, Nuclear
Disarmament & Peace Studies, Tribal Development, Protection
of Child Rights, Social Justice, and Secularism & Nation Building. These Chairs are being established in the University of
Delhi, University of Madras, Chennai, Mumbai University, University
of Culcutta, Kolkata, North East Hill University (NEHU) Chandigarh,
Baramullah University, Bhopal, Sher-e-Kashmir University, Srinagar
and the Cochin University of Science & Technology, Kochi. Named
after late Shri Rajiv Gandhi, these Chairs will, over time evolve
into Centres for studies and Research on the themes on which
he made an indelible impact on our society.
TECHNICAL
AND VOCATIONAL EDUCATION
- Setting up
of an Indian Institute of Management
in the North East Region:
It has been
decided to establish a new Indian Institute of Management (IIM)
for the North East Region at Shillong; This institution would help
in setting the highest standards of management education in the
region. A detailed project report for establishing
a full fledged campus is under preparation. The IIM would start its academic operations soon.
- Faculties of Engineering and Management
in the States of North East Region:
In order
to tackle the problem of regional imbalances in the access to higher
education, wherever Engineering and / or Management Faculty are
presently not available, such faculty has been sanctioned in
one Central University in each State
of the North East.
Such faculty
has also been sanctioned to one State University in those States
of the North East, where there is no Central University. The Ministry
has allocated over Rs.100 crores for the universities of the NE
region from the additional Rs.153 crores provided by the Planning
Commission under the NCMP during the year 2004-05.
Details of Funds allocated by the Planning
Commission in respect of universities in the NE Region and
the status position about opening of Faculty of Engineering/Management
in the universities in North Eastern Region is at
Annexure I.
- Upgrading the Tripura Engineering
College, Agartala to National Institute of Technology(NIT):
The proposal for upgradation of
the Tripura Engineering College, Agartala to National
Institute of Technology has
been approved by the Minister of Human Resource Development, in
principle. A Central Team visited TEC, Agartala during 20-22 October,
2005 and conducted the feasibility study. The report of the central
team is being finalized and the same will be submitted to the Hon’ble
HRM for his perusal shortly. Thereafter, the Expenditure Finance
Committee (EFC) Memo will be prepared and EFC under the Chairmanship
of Secretary (Expenditure) would be considering this proposal. Consequently,
a Cabinet Note will be prepared along with the recommendations of
the EFC for consideration of the Cabinet. On the approval of the
Cabinet, notification will be issued by the Ministry.
- Status of Establishment of Central Institute of Technology (CIT)
at Kokrajhar in Assam:
Expenditure
Finance Committee Meeting was held on 21st September,
2005 under the Chairmanship of Secretary (Exp.) for considering
the proposal regarding setting up of Central institute of Technology
(CIT) at Kokrajhar, Assam. From Ministry of HRD, Secretary (S&HE),
FA(HRD & JS(T) participated in the said meeting.
EFC while
considering the proposal desired that Ministry of HRD may give re-look
on various issues such as providing of adequate land by the State
Government/BTC keeping in view the future growth of the Institute
as well as the criteria for selection of the courses should
take into account the relevance of the courses for the local area
/ region etc. All these points will be taken care of before establishing
the CIT.
Based on
the recommendations of the EFC, CCEA
Note is being processed for submission
to HRM for approval.
- Funding position of National Institute of Technology,
Silchar:
During the year 2004-05, the Ministry has released an amount of Rs.600.00 lakhs under Plan and
Rs.650.00 lakhs under Non-Plan. During the current financial year
an amount of Rs. 450.00 lakhs under Plan and Rs.300.00 lakhs under
Non – Plan has been released as 1st and 2nd
instalments. The remaining amount of Rs. 450.00 lakhs under Plan
and Rs.500.00 lakhs under non-Plan will be released.
Scheme of Vocationalisation of Secondary Education in NER States:
Under the Centrally Sponsored Scheme of Vocationalisation of
Secondary education grants are being released to States/UTs for
implementation of Vocational courses at + 2 level. There are no
proposals from the States of Assam, Arunachal Pradesh, Meghalaya
and Nagaland. A statement showing grants released to States in the
NER Region under the above scheme for the year 2003-04 to 2005-06
is given below:

- Increasing Access
to Higher & Technical Education:
Gross Enorlment Ratio in NE States in Primary, Upper Primary
and Higher Education as on 30.9.2002 is at Annexure II.
In order to address issues of overcoming barriers to access,
equity and quality in education, use of technology is being encouraged.
A National Core Group has been constituted to attend to the coordinating
requirements of content-creation, programme rescheduling and bandwidth
utilization of the dedicated satellite for education, the EduSat
States are being encouraged to sign a tripartite MoU with the Indian
Space Research Organisation (ISRO) and the Ministry of Human Resource
Development (MHRD) for utilizing immense potential of the satellite.
Some of the States have already endorsed the idea of an MoU. A pilot
project – the Rajiv Gandhi Project for EduSat
Supported Elementary Education – is being launched on the
19th November, 2005. Based on the feedback from the pilot
project, a centrally sponsored scheme is proposed to be introduced
in consultation with the Planning Commission and State Governments.
The Indira Gandhi National Open University and the Distance
Educational Council under the Status of the IGNOU have the mandate
to expand the reach of education through the Open and Distance Learning
(ODL) for higher education. The schooling needs in the ODL format
are met by the National Institute of Open Schooling (NIOS). The
regional centers of both the NIOS and the IGNOU are spread in all
regions. The reach of IGNOU’s programmes in the North Eastern States
has been further enhanced with the launch of Gyan Vani programmes
in May 2005, from the new FM Radio stations at Guwahati and Shillong.
Radio counseling is offered by the DEC. A new State Open University
has been established by the state legislature of Assam, and its
proposal for assistance is under consideration of the DEC. the enrolment
in the distance mode of higher education is currently 1.9 million.
ODL has crucial role to play in the future projections for increasing
enrolment.
- FM RADIO Stations at Guwahati and Shillong:
The Stations at Guwahati and Shillong were dedicated to the
nation by Hon’ble HRM on 29.5.2005. The State Govt. has handed over
the building for the Gyan Vani Studio. Steps are being taken by
IGNOU for the construction of the studio. The 10 KW FM transmitter
for Gyan Vani, Shillong is under installation by AIR engineers.
Building for the Gyan Vani Studio has been taken over and steps
are being taken for the construction of the Studio.
- EDUSAT Connectivity:
A HUB, Studio and 50 SITs (Satellite Interactive Terminals)
will be provided free of cost to each of the States in the North-East
by the Indian space Research Organisation (ISRO). The project is
being jointly implemented by the ISRO, IGNOU and Ministry of Human
Resource Development.
To ensure that nobody is denied professional education only
because he/she is poor, a website www.educationsupport.nic.in
has been launched in July, 2005. This will provide access for needy
and meritorious students access to information on scholarships for
pursuing higher and technical education for Medical/Engineering
as well as Non-Medical, Non-Engineering undergraduate and professional
studies, four merit Scholarship Schemes have been introduced in
September, 2005.
B DEPARTMENT OF ELEMENTARY EDUCATION
& LITERACY
-
Progress of Sarva Shiksha Abhiyan in NE States
Sarva Shiksha
Abhiyan (SSA) is the National flagship Programme to achieve universal
elementary education in a Mission Mode. The goals of SSA are:
° All 6-14 age children in school/EGS
(Education Guarantee Scheme) centre/bridge course by 2005;
° Bridge all gender and social category
gaps at primary stage by 2007 and at elementary education level
by 2010;
° Universal retention by 2010; and
° Focus on elementary education of
satisfactory quality with emphasis on education for life.
SSA has a funding pattern of 75:25
between the Centre and the States, during the
Xth Plan period, except for the 8 North
East States, where 15% of the State share is met by Ministry of
DONER for two years viz. 2005-06 and 2006-07.

All the North Eastern
States are covered under the Sarva Shiksha Abhiyan (SSA) Programme. The total approved Annual Work Plan & Budget
(AWA&B) of NE States for 2005-06 under Sarva Shisha Abhiyan
amounts to Rs. 73731.9 lakh. The
Government has released Rs. 36435.85 lakh upto 31.3.06.
This includes Rs. 4442.51 lakh to Arunachal Pradesh, Rs.
13850.00 lakh to Assam, Rs. 3208.00 lakh to Manipur, Rs. 1921.00
lakh to Meghalaya, Rs. 2559.15 lakh to Mizoram, Rs. 2323 lakh to
Nagaland, Rs. 1062.00 lakh to Sikkim and Rs. 7070 lakh to Tripura.
- PROGRESS OF MID-DAY MEAL SCHEME IN NORTH EASTERN STATES
National Programme of Nutritional
Support to Primary Education (commonly known as Mid-Day Meal Scheme) today is the largest
school nutritional programme in the world covering nearly 12 crore
children in more than 9.5 lakhs primary schools/EGS/AIE centers.
The Scheme provides for a hot cooked meal of a minimum 450 calories
and 12 gms of protein. This nutritional intervention seeks to boost
Universalisation of primary education (classes I-V) by improving
enrolment, attendance, retention and learning levels of children. The Scheme
also provides nutritional support to students of Primary schools
in drought-affected areas during summer vacations.
Mid-Day
Meal Scheme was launched as a Centrally sponsored Programme in August,
1995, to give a boost to Primary education and to improve nutritional
status of children at Primary stage. In pursuance of NCMP commitment,
policy pronouncements made in President’s Address to Parliament
in June, 2004 and Finance Minister’s Budget Speech of 2004-05, the scheme was revised with effect from September,
2004. Dry rations were
replaced with a cooked nourishing school meal, funded mainly by
the Central Government. Central assistance was provided to States/UTs
for the following components:-
i)
Free food grains of 100 gms.
(Rice/wheat) per child per school day supplied through FCI cost
of which is reimbursed to FCI at BPL rate.
ii)
Cooking Assistance @ Re. 1/- per child, per school day
iii)
Reimbursement of transportation
cost @ Rs. 75 per Quintal and Rs. 100/- per quintal for States of
NER, J&K, Himachal Pradesh and Uttranchal.
iv)
Assistance for Management, Monitoring
and Evaluation (MME) @ 1.8% of (i) to (iii).
2. Revision
of the Scheme in June, 2006:
The Mid-Day Meal Scheme has been further revised in June, 2006 to
provide a balanced cooked mid-day meal of minimum 450 calories and
12 grams of protein as against the earlier stipulation of 300 calories
and 8-12 grams of protein. To achieve this, the pattern of Central
assistance has also been revised. Under the new pattern, all States
including the States of NER would have to spend minimum Rs. 2/-
per child per school day towards cooking cost. The Central assistance
for this component would be Rs. 1.50 which the states would have
to contribute 0.50 paise. The Central assistance for this component
to NER is now Rs. 1.80 by the Central Government with mandatory
contribution of 0.20 paise by the States of NER to achieve the overall
cost norms of Rs. 2/- per child per school day. Other components
of Central assistance being already provided remain unaltered.
3. In the Union Budget 2006-07, Outlay for
MDM Scheme has been increased by 60% i.e. from Rs.3345 crores for
2005-06 to Rs.5348 crores for 2006-07.
4. The Scheme
has led to the following positive outcomes:-
v Elimination
of class room hunger.
v
Increase in enrollment, more significantly of girls.
v
Surge in daily attendance, particularly of girls and children
from poorer sections.
v
Improvement in retention, learning ability and achievement.
v
Curbing of teacher absenteeism.
v
Narrowing of social distance.
v
A rallying point for parents’ involvement in governance of
schools.
5. In a new path-breaking initiative, it
has been decided to empower mothers of 12 crore school children
covered under the scheme to supervise the preparation and serving
of the meal. Mothers are being encouraged to come forward
and take turn to supervise the feeding of the children, thus ensuring
regularity and quality of the meal.
This initiative is aimed at giving mothers a voice and a
role and greater ownership of the programme.
States have been requested to make concerted effort for mass
mobilization of mothers.
Progress of Mid-Day Meal Scheme upto
31.3.2006 in North Eastern States during 2005-06.
All States of North East are implementing the scheme under
which cooked (mid-day-meal) is provided to the children.
During 2005-06, approx, 68.15 lakhs children were covered
under the Scheme for which an amount of Rs. 334.50 crore were allocated
for NE Region. Against this
allocation, an amount of Rs. 167.96 crore was released to the States
(as on 31.3.2006).
