The Client’s Charter of the
Ministry of Parliamentary Affairs has been brought out in 2005. A Citizen’s Charter is a document listing the
services provided by the organisation to its clients, along with
the standard of service delivery, grievance redressal mechanism
etc. The clients of the Ministry of Parliamentary
Affairs are the various Ministries/Departments of Government of
India, on the one hand, and Parliament,
on the other.
The
13th All India Whips Conference was organised in Hyderabad
in February, 2005, after a gap of about 7 years.
A revised edition of the Manual
on Handling Parliament Work in the Ministries has been brought
out in 2004. Earlier edition
was published in 1973. The
Ministry is in the process of preparing an interactive learning
package of the Manual.
A new edition of
the Brochure titled ‘Brochure on Transaction of Business in Parliament’,
during 2005, which contains the rules, procedures and established
conventions was brought out.
A Handbook was brought out in 2004, incorporating check-lists,
decisions, standard letter formats, data-bases etc. in relation
to the various items of work handled by the Ministry.
One
of the most spectacular achievements of our country is undoubtedly
the establishment of a vibrant democracy.
The Ministry has been conducting a scheme of Youth Parliament
in educational institutions in order to strengthen democracy by
creating awareness about the system among the younger generation.
Legislative
Seventy four Bills were passed by
both Houses of Parliament from April 1, 2004, to December 31,
2005.
Matters
under rule 377/Special Mentions under Rule 180A-E
Out of the total of 1,149 pending matters, 707 matters
had been replied to, leaving a pendency of 442 matters raised
under Rule-377. Out of a total of 906 Special Mentions, 603
Special Mentions had been replied to, by the end of December,
2005.
Consultative
Committees
So far, 162
meetings of the Consultative Committees in respect of different
Ministries/Departments were held.
Government
Assurances Implemented
During the
year 2005, 373 assurances pertaining to the Lok Sabha and 364
assurances pertaining to Rajya Sabha have been implemented.
