Urban Sports Infrastructure Scheme

        The Government has launched a new scheme called Assistance for creation of Urban Sports Infrastructure. This was stated by Shri Ajay Maken, Minister of State (I/C) for Youth Affairs & Sports, in the Lok Sabha today, in a written reply to a question by Shri Sanjay Bhoi, Shri  B.B. Patil, Shri Eknath M.Gaikwad and Shri Anand Prakash Paranjpe. The Minister further stated that the Scheme which has been under implementation on pilot basis since 2010-11, seeks to

 

·         Promote and support a mechanism at national and state level to encourage, assist and preserve community playfields;

 

·         Incentivize the utilization of infrastructure already available in the states at all levels by filling up critical gaps;

 

·         Create new need-based infrastructure subject to fulfilling all requirements for its optimal utilization, including financial viability; and

 

·            Promote capacity building among coaches, including community coaches.

 

The projects and grants admissible under the scheme are as follows:-

Convergence with MPLAD Scheme

 

The Sports Minister further stated that Members of Parliament can now contribute for creation/up gradation of sports infrastructure projects in States/UT’s from their annual allocation under MPLAD Scheme. The M.P(s) will contribute at least 50% of the grant admissible for a USIS projects; balance being met from the budgetary provision of USIS. In this arrangement, the restriction of one project for one state in one year will not apply; maximum of two additional projects per State/UT in a year would be allowed.

 

      Each State/UT shall get not more than two projects in a year. Total fund allocation during current year is Rs. 40.00 crore.

 

      The Sports Minister further stated that the following entities are eligible to receive assistance for creation of sports infrastructure under this scheme:-

(i)                    State Governments;

(ii)                  Local Civic Bodies;

(iii)                Schools, Colleges and Universities under Central/State Governments; and

(iv)                Sports Control Boards.
